Duties

Responsible for oversight of research, development, and acquisition (RDA) planning in support of Department of Defense nuclear, chemical, and biological programs.
Conduct RDA planning related studies and analyses, investigating complex acquisition problems and determining effects of alternative solutions.
Manage the Analysis of Alternatives process for all CBRN defense programs.
Develop the Chemical and Biological Defense Program (CBDP) capability portfolio management framework.
Advise leadership and higher echelons on RDA Planning and policy-related issues and priorities.
Represent the Director at special program reviews and on study teams, advisory boards, integrated product teams, and working groups.
Develop the CBRN risk framework.

Requirements Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires a Secret security clearance.
This position may require temporary duty (TDY) business travel up to 25% of the time. Employee is subject to travel on short notice.
Financial Disclosure Statement OGE-450 is required.
This position requires Advanced certification in Acquisition Career Field 'Program Management' or the incumbent must be able to obtain certification within 5 years of appointment.

Basic Requirement for General Engineer:

Degree: Bachelor's degree in engineering.

The program must:
(1) lead to a bachelor's degree in a school of engineering accredited by ABET; OR (2) include specific engineering courses.

Combination of Education and Experience:

College-level education and technical experience providing knowledge of engineering sciences and techniques.

The adequacy of background must be demonstrated through professional registration or licensure, written test, specified academic courses, or related curriculum.

Basic Requirement for Physical Scientist:

Degree: Bachelor's degree in physical science, engineering, or mathematics with 24 semester hours in relevant subjects.

OR
Courses equivalent to the required major, plus experience or additional education.

Basic Requirement for Operations Research Analyst:

Degree in operations research or 24 semester hours in related fields.

At least 3 of the hours must be in calculus.

Specialized Experience:

One year of specialized experience managing technical acquisition programs, planning development efforts, and participating in team projects.

Evaluation areas include Administration and Management, Communications, Problem Solving, and Program Management.

FOREIGN EDUCATION:

If using foreign education, it must be evaluated for equivalency.

Additional Information

Position may be filled as a time-limited promotion, reassignment, or change to a lower grade by a current Army employee. Time-limited promotions may be extended up to five years.
Permanent Army employees on time-limited assignments must receive written notice of conditions.
Permanent Army employees on time-limited assignments to a different major command must have return rights negotiated prior to the action.
Payment of Permanent Change of Station is not authorized.
