- Process claims submitted for payment from either contractors or grantees under various State and Federal grant programs; conduct a detailed review to ensure compliance with governing laws, rules, regulations and agency and/or contract requirements; conduct any necessary follow up to request documentation or clarification; makes any necessary adjustments to claims. Provide technical assistance and training to contractors or grantees on claiming and budget modification procedures via telephone and email contact.
- Prepare claims for transmittal to OSC for payment. Perform other tasks related to the processing of payments, such as daily entry in network databases to update payment records. Prepare correspondence to contractors or grantees advising them of adjustments made to claims. Monitor claims to ensure timely processing and compliance with Prompt Payment Legislation.
- Maintain records of grant or contract payments and funding or contract balances for assigned programs; reconcile SFS reports to claims to verify that payments were correctly coded and grant/contract fund balances are accurate. Prepare adjusting accounting transactions to correctly charge funds and verify accounting records as needed.
- Assist in the review and processing of budget modifications for contractors or grantees; assist in the review and approval of Four-Year Plan/Annual Update as well as other funding applications.
- Provide technical assistance and training to contractor or grantee staff in appropriate record keeping and claiming procedures.
- Assist the Senior Accountant in conducting on-site monitoring by reviewing and verifying the accuracy and propriety of transactions, records, reports, and other supporting documentation for claims submitted to the NYS Office for the Aging.
- Assist with MWBE requirements; ensure that certified MWBEs are utilized in grant contracts at the required level of participation and contract MWBE goals are met.
- Perform other related duties including preparation of various worksheets and reports to support accounting systems and activities. Participate in agency workgroups and committees.
- Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
- Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Applicants must possess three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
Operations Needs:
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam.
Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
