    Summary

    Under direction, is responsible for monitoring the performance and effectiveness of the Economic and Community Development plan and corresponding programs for continuous improvement; performs management studies, surveys and other special projects; and performs related duties as required. Flexibility to achieve performance excellence in a telework arrangement.
    Duties and Responsibilities
    • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
    • Monitors the performance of programs managed by Bexar Economic and Community Development and reports on the strategic effectiveness of interrelated work in meeting Department goals; designs and develops new analyses and data systems to improve continuously Department's programs
    • Responsible for developing the Department continuous process improvement plan using methodologies such as Theory of Constraints, Six Sigma, lean, TPS or other commonly used methodologies; responsible for developing a consistent approach across the Department in the collection and reporting of data for overall program integration
    • Oversees and conducts high level research and in-depth studies regarding various human services issues for the programs under Economic and Community Development mandate and prepares program reports of resulting data for internal and external use, with the purpose of enhancing the effectiveness of the Department and programs
    • May support other professional and administrative duties in a high-level staff capacity working directly with the manager; ensures the accuracy and completeness of overall program analysis functions, both process and data
    • Acts as the primary thought partner, in developing research projects while establishing a working knowledge of new programs, procedures, with lead analysts, measures evaluation of their effectiveness, and assists
    • Manages the development of analytical reports, slide decks, charts, infographics and other materials for internal or external use
    • Oversees long and short-range analysis/surveys of various programs under the Department's supervision, integrating process and data oriented evaluation working with lead analysts
    • Attends meetings with internal and external audiences and gives data-led presentations on program effectiveness
    • Participates in public information workshops, hearings, and community service program issues as needed
    • Performs related duties as required
    Minimum Qualifications
    • Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, or a related field; and three (3) years' experience in program and process management and one year supervisory experience or an equivalent combination of education and experience.
    • Must possess knowledge of program and process management, including continuous improvement methodologies such as lean, TOC, and/or Six Sigma
    • Skill in conducting management studies; skill in contract management and quantitative analysis; skill in preparing reports; skill in developing slide decks including graphics, charts, infographics; skill in communicating effectively, both verbally and in writing; skill in organizing and compiling information; skill in utilizing Windows-based word-processing, presentation, and spreadsheet software
    • Ability to interpret statistical data, formulate recommendations and reports; ability to operate computer keyboard and basic office equipment; ability to establish and maintain effective working relationships with co-workers, other County employees, Elected/Appointed Officials, other government agencies, outside organizations, and the public
    • Demonstrates technological intuitiveness
    • Must have valid driver's license, motor vehicle liability insurance and personal injury insurance
    • Must secure and maintain a favorable background investigation and clearance
    • Must clear a pre-employment physical and a pre-employment drug screen test
    • May be required to be on call 24 hours
    • May be required to work weekends
    • May be required to work more than 40 hours during the workweek
