    Team (Project) Introduction
    9th Way Insignia is looking for a Software Engineer to work with the Veterans Administration (VA) to support the Compliance, Risk and Remediation service line in creating, deploying, and providing support for the Records Management - Metadata Knowledge Repository (RM-MKR) application. 9th Way Insignia will provide iterative application updates, training, and ATO support to the service line.

An Engineer 3 typically plans and directs research or development work on complex projects, along with engaging various parties in design and development. Costs and recommendations of new components may also involve part of the job scope. Performs multiple engineering-related tasks in various assignments within the project and firm. An Engineer, 3 oversees the design, development, implementation, and analysis of technical products and systems. An Engineer, 3 has broad knowledge of engineering procedures and assists in the resolution of complex problems. An Engineer, 3 has strong technical skills and background, a knack for learning new technologies, and a blend of good problem-solving and innovation needed to resolve a wide variety of technical production challenges.

    Functional Job (LCAT) Information:
    Software Engineer - Design and develop solutions to complex applications problems, system administration issues, or network concerns. Assist the development team in responding to trouble /support calls from the production system to evaluate bugs and bug fixes in a timely, reliable, and efficient manner.

    Responsibilities:
    • Provide UI/UX leadership for the RM-MKR application.
    • Lead training development utilizing Camtasia to produce training videos.
    • Support the ATO renewal efforts for the application ensuring compliance with security policies, standards and regulatory requirements.
    • Collaborate with stakeholders to understand business requirements and translate them into technical specifications and system designs.
    • Perform performance tuning, troubleshooting, and debugging of system components as needed.
    • Stay abreast of emerging technologies and industry trends to drive continuous innovation and improvement.
    • Serve as the training development lead to design, development, testing and presentation of training courses using Camtasia as well as creating and updating development documentation. Assist the development team in assembling ATO renewal package.
    Requirements:
    • Bachelor degree in Computer Science, Engineering, or a related field
    • Proven experience (5 years) capable of leading the RM-MKR team training and training development efforts along with supporting the team code development and testing with particular focus on UI/UX and section 508 compliance.
    • Basic knowledge of the Microsoft web stack, including IIS, ASP.NET, MVC, C# and SQL Server.
    • Backend: ASP. NET MVC, Web/REST API, Micro services, Entity Framework (Code First), LINQ, C#, SQL, .NET framework 4.5.1 or better. Visual Studio
    • Front end: HTML5/CSS3, Heavy JavaScript, jQuery, Bootstrap 4.x and higher, Knockout and heavy AJAX and JSON. Visual Studio
    • Database: SQL Server
    • Source Control: Git, GitHub and Atlassian SourceTree
    • Incident Management: JIRA
    • Testing: ALM
    • Additional technologies/tools used include Telerik reporting framework for .NET, Hangfire for .NET
    • Significant experience/skill with Camtasia and 508-compliance
    • Excellent communication skills with the ability to articulate technical concepts to non-technical stakeholders.
    • Strong analytical and problem-solving abilities with a keen attention to detail.
    • Proven ability to work effectively in a fast-paced, collaborative environment.
    Preferred/Desired:
    • Experience with Telerik reporting framework for .NET and Hangfire for .NET
    • Previous experience interfacing with VA's Training Management System (TMS).
    • Knowledge of cybersecurity principles and best practices.
    • Experience working in Agile/Scrum development environments.
    • Familiarity with the VA ATO practices and requirements.
    Salary Range:
    The salary range for this position is: $120,000 - $140,000
