The Facilities, Buildings, and Grounds Manager at TARTA will oversee the maintenance and operations of TARTA's physical plant and grounds, ensuring optimal functionality and appearance. Reporting to the Director of Maintenance, this role will supervise staff, manage projects, and ensure compliance with safety regulations and environmental standards.

One Team One TARTA The role of the Facilities, Buildings, and Grounds Manager will focus on supporting transit operations within a new TARTA. In 2020, TARTA embarked on a transformational journey with the development of TARTA Next, a ten-year plan to increase community value through public transit services that make a positive impact. This transformation is powered by a dedicated team of professionals in each department from the leadership team to every front-line (and behind the scenes) team member.

DUTIES AND RESPONSIBILITIES:

• Maintenance and operations of TARTA's physical plant and grounds to include custodial, maintenance, grounds, facility operations and repair projects;
• Supervises, directs, assigns and evaluates the daily work of assigned staff; trains employees in work procedures, standards and safety practices, interviews and recommends selection of job applicants, appraises employee performance, conducts informal counseling on work issues, prepares documentation and improvement plans for deficiencies, and recommends performance recognition and disciplinary action;
• Communicate matters involving personnel and facilities in a current and timely manner with the Director of Maintenance;
• Provide professional leadership including effective deployment of the staff, effective forecasting, planning and analysis, project management, scheduling, analytical and accountability analysis, equipment replacement planning, and facilities upgrade planning.
• Maintain the master plans and prints of TARTA facilities pertaining to buildings, bus waiting environments, parking lots, and utilities, including electrical, gas, water, telephones and service lines.
• Prepare recommendations and justifications regarding project budget requests; authorize expenditures according to Authority's policies and applicable regulations.
• Develop and monitor ongoing Preventative and Deferred Maintenance programs for all major mechanical and electrical systems of TARTA facilities as well as for grounds and other areas as required.
• Work closely with key administrators regarding issues related to safety, space inventory, capacity ratios, facility modifications and future construction.
• Assure compliance with established safety regulations and precautions by all facilities and grounds staff; provide for effective orientation and continuing training to minimize accidents and injuries in compliance with the Authority's Injury and Illness Prevention Program;
• Develop departmental policies and procedures to insure a safe, efficient and cost effective operation.
• Effectively service the needs of TARTA through an effective work order system, to include response and coordination of maintenance requests and needs.
• Create and implement environmentally sustainable policies and procedures for all Facilities and Grounds staff;
• Perform other related assignments given by the Director of Maintenance.
• Serve as project manager for facility and ground-related projects associated with the transition to zero-emissions vehicles, overseeing daily activities.
• Oversee environmental compliance, including waste management, spill response, and underground storage tanks, with particular attention to electrical charging infrastructure preventative maintenance programs.
• Stay abreast of maintenance skills and practices related to zero-emissions vehicles and associated technology, ensuring the department remains at the forefront of industry developments.
• Collaborate cross-functionally to create a talent pipeline for the department and establish relationships with educational institutions, vendors, suppliers, and innovative partners to ensure the department's long-term success.

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.

• Basic computer skills necessary to fulfill job requirements.

Education and Experience

• Bachelor's degree in Facilities Management or a related field or the equivalent of five years' work experience.
• Three to five years of positive supervisory experience preferred.
• Five years of relevant experience with HVAC, Construction, and project management.
