The Opportunity

As the Health Technology Solutions Principal focused on the Centers for Medicare and Medicaid Services (CMS), you will be responsible for developing a market strategy and winning market share across the CMS organization. Specifically, you will work with stakeholders across the enterprise to lead the design and delivery of digital solutions that fuse Abt's domains and digital expertise into a differentiated offering for the CMS client.
This is a growth position that combines hands-on technology solution leadership with a strategic growth vision: you will build and deliver cutting-edge tools while shaping Abt's digital health strategy, client engagement, and long-term portfolio. This role sits at the intersection of health, government services, and digital transformation, driving the creation and delivery of scalable technology products and solutions that improve health outcomes and enhance service delivery. You will collaborate with multidisciplinary teams—including data scientists, policy experts, software engineers, and client engagement staff—to ensure our technology solutions are fit for purpose, user-centered, secure, and compliant with federal requirements.

Core Responsibilities

• Develop and execute market strategy
  • Analyze and interpret customer buying behaviors and programmatic needs to inform strategic decision-making.
  • Leverage deep functional expertise in digital operations to effectively engage key customers and stakeholders across platforms.
  • Maintain a comprehensive understanding of the competitive landscape to develop differentiated strategies and foster strategic partnerships.
• Product and Solution Strategy & Vision
  • Define and execute a health IT growth strategy aligned with federal health priorities and client needs.
  • Translate complex policy and regulatory requirements into actionable technology-enabled solutions that can scale.
  • Identify opportunities for digital innovation in health programs (e.g., health data analytics, interoperability, AI, digital health platforms).
• Stakeholder Engagement and Business Development
  • Serve as a trusted advisor to government clients, co-creating solutions that advance health program effectiveness.
  • Support business development by shaping proposals, showcasing Abt's technology capabilities, and driving differentiation in the market.
  • Lead the technology solution assessment and response to RFPs, ensuring technology solutions and products meet the needs of the proposal.
  • Engage with technology partners to enhance Abt's digital health solutions.
  • Act as a thought leader, representing the company in industry forums and with client leadership.
• Technology Development & Delivery
  • Lead the design, development, and deployment of health technology solutions and products, ensuring usability, scalability, and compliance (HIPAA, FISMA, FedRAMP, Section 508).
  • Partner with delivery and engineering teams to build prototypes, test features, and continuously improve products and solutions.
  • Represent Abt's full suite of capabilities, including cloud services and application development.
• Team Leadership
  • Build and mentor a team of business analysts, engineers, and UX designers dedicated to health technology and digital health innovation.
  • Foster a culture of experimentation, innovation, collaboration, evidence-driven solution development, and continuous learning.
  • Partner with client account leads and capture leads to shape proposals and bring new solutions to market.
  • Strengthen Abt's organizational capacity for productized service offerings that extend beyond traditional research consulting.

Qualifications

• Bachelor's Degree + Fifteen years of relevant experience, or Master's Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
• Bachelor's degree in Computer Science, Engineering, Health Informatics, or related field (Master's Degree strongly preferred).
• Strong market orientation and growth instincts; must have appetite and temperament to drive demand generation, develop novel concepts and drive customer engagement.
• Experience with Government RFPs, both traditional written technical volumes, as well as oral presentations and technical demonstrations.
• 10+ years of experience in technology product and solutions development, with at least 5 years in the health or government services sector.
• Demonstrated success in delivering digital health products for U.S. government agencies (e.g., CMS, state Medicaid programs, other federal health agencies).
• Strong understanding of health IT standards (HL7, FHIR), data privacy regulations, and emerging trends in digital health.
• Proven ability to blend solution development and delivery with strategic business growth, ideally in a consulting or professional services environment.
• Excellent communication, stakeholder management, and problem-solving skills.
• Experience with change management leadership in implementing technology solutions
• US work authorization required and no visa support is available

Note

This position offers an anticipated annual base salary range of approximately $186,000 to $250,000 and may vary down by ten percent depending on candidate geographic location.
