    POSITION SUMMARY:


    Under general supervision performs work of moderate difficulty in supervising and directing an assigned shift of employees engaged in the operation of wastewater treatment equipment and changes in plant process; performs related work as required.


    ESSENTIAL JOB FUNCTIONS:
    Supervises, assigns and reviews the work of personnel engaged in the operation of the Water Reclamation Plant complex on an assigned shift; directs all treatment processes;
    Monitors plant processes by direct observation and through computerized process control equipment;
    Directs immediate changes and alterations to maintain service in case of malfunctions and emergencies;
    Notifies appropriate agency when spills occur per standard procedures;
    Monitors and inspects equipment operation, initiates work orders for repairs as needed and follows up on completed work orders;
    Reviews guidelines on operating procedures and evaluates performance of new equipment/processes and makes recommendations regarding same;
    Works closely with process control, engineering, instrumentation and maintenance to identify and resolve problems with equipment and plant processes;
    Monitors outside lift stations and advises maintenance of any problems; monitors inventory of chemicals and may order same as needed for the wastewater treatment function;
    Communicates with outside contractors for related plant functions;
    Trains subordinate personnel in plant operations and safe work practices;
    Supervises and inspects minor maintenance to piping, pumps, valves, electrical motors, filters, and diesel engines performed by operations personnel;
    Supervises and inspects programs of preventive maintenance;
    Enforces safe work practices and division rules; resolves personnel problems and initiates and recommends disciplinary action when required; evaluates performance of probationary employees;
    Maintains records and log books and prepares reports as needed; maintains bi-weekly work schedules and revises as necessary.
    REQUIRED KNOWLEDGE,


    SKILLS AND ABILITIES:

    Knowledge of:
    Wastewater Treatment operations and procedures.
    Ocuupational hazards and safety precautions of the work.
    NPDES permit regulations relating to plant operations.
    Computerized process control equipment and procedures.
    Minor maintenance and repair of wastewater treatment equipment.
    Record keeping.
    The union agreement and divisional work rules.
    Supervisory techniques.
    Chemistry, physics, and biology.

    Skill in:
    Supervising work of subordinate personnel.
    Analyzing problems and determining appropriate solutions.
    Verbal and written communication.
    Reading blueprints.

    Ability to:
    Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients.
    REQUIRED EDUCATION, EXPERIENCE,


    AND CERTIFICATIONS:


    Graduation from high school or General Educational Development (GED) Tests equivalency and four (4) years of experience in the operation of a large wastewater treatment plant (10 MGD, maximum design flow, or greater).

    An Associate's Degree in Environmental Control/Protection Technology or closely related area from an accredited college or university may be substituted for one (1) year of the experience.

    Must possess a State of Ohio Wastewater Works Operator Class III License or equivalent license from another state.

    Individuals who possess an equivalent license from another state must obtain the State of Ohio Wastewater Works Operator Class III License within one (1) year of appointment.

    Must possess a valid driver's license.
