    Mission Command Senior Program Analyst


    Position Description:


    Thompson Gray is seeking a qualified Senior Analyst to support the Headquarters Department of the Army, G-8, Force Development Mission Command (FDC) as a Staff Synchronization Officer (SSO).

    FDC SSOs shall have operational experience in Army tactical units that employ Battle Command Transport Applications including Satellite Network Operations, Battle Command Network Applications, Defense Business Systems, and Battle Command Service Applications and understand tactics, techniques and procedures associated with Army command, control, and communications systems and expertise to FDC specific program to be supported.

    FDC specific programs can include but are not limited to Communications Security (COMSEC) Modernization, network transport, Satellite Database Operations, Common Operating Environment (COE) and integration, Integrated Personnel and Pay system (IPPS-A), Home Station Mission Command Centers (HSMCC), Cyber Operations, Global Force Information Management, Reserve Component Automation System (RCAS), Power Generation and Environmental Controls, Home Station Mission Command Centers (HSMCC), Cyber Operations, Global Force Information Management, Reserve Component Automation System (RCAS), Power Generation and Environmental Controls, SATCOM, and Installation Information Infrastructure Modernization Program (I3MP).

    The Force Development Directorate (FD) requires an interdisciplinary skill set of PPBE, DOD acquisition processes and procedures (DoDI as well as expertise with materiel and /or force structure requirements development and validation (JCIDS).

    The mix of these skills will vary at echelons of command.

    Force Development experience is obtained by applying force development skills across the domains of Doctrine, Organization, Training, Materiel, Leadership, Education, Personnel and Facilities (DOTML-PF) in a fiscally constrained environment.

    Examples of force development experience range from programming materiel and force structure requirements at the highest Army echelons such as HQDA, down to integrating new equipment into units at battalion levels.


    Senior Analyst will:


    Perform work in conjunction with the government task lead, brief senior leaders to include two- and three-star generals, and Senior Executive Service (SES) members.

    Analyze and evaluate fiscal resources and requirements throughout the Program Objective Memorandum (POM) for the Equipping Program Evaluation Group (EE PEG).

    Evaluate impact to equipping resulting from current Army POM and EE PEG positions.
    Support efforts associated with developing and maintaining an equipping strategy that identifies modernization gaps, sustainment challenges, & impacts to future readiness

    Areas of emphasis include:
    HQDA, DCS G-8 Hardware Division Engagement Strategy
    Cross PEG Analysis to capture DOTMLPF-P synchronization challenges
    National Guard & Reserve Equipment Report
    Congressional Inquiries & Testimony Preparation
    Army & Army Reserve Equipment Modernization Strategy
    National Guard & Reserve Equipment Appropriation Procurement Plan
    Equipment Life Cycle Logistics Strategy
    AUSA & Industry Partner Engagement Strategy
    DoDI Policy & Requirements to include equipment payback plans & Transparency
    Army Reserve 1-N Equipment Modernization List Priorities



    Requirements:

    Bachelor's or Master's degree in equivalent discipline.
    Candidate will have a minimum of eight (8) years of experience and expertise in Force Development duties (defined as: Budgeting: POM/PPBES,

    Requirements:

    JCIDS, ONS, CDD's etc, and Defense Acquisition System/Program Management), three (3) of which must be direct HQDA Staff (or equivalent).

    Experience may be obtained at varying levels of Army organizations but candidates should have experience at most senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands.

    Experience at the Division Staff level or above.
    Must be able to work within a team environment, as well as independently
    Must be able to communicate effectively with team members, government personnel, and senior Army leadership
    Strong work ethic and ability to multi-task/manage multiple priorities.
    Experience working with and support the highest of senior leadership members is required
    This is a high visibility position - professionalism and confidentiality of sensitive matters is required
    This position requires a current DoD SECRET security clearance
