    This position reports to the Testing and Quality Assurance Office Manager. The position serves as technical expert, responsible for implementing and support of enterprise level software testing activities across L&I. This position contributes to the mission of our IT Department, by ensuring adherence and consistency to accepted software quality standards and practices.

    This position is responsible for developing sustainable IT software testing processes and plans, developing test scenarios with associated manual and automated test scripts based on system specifications, executing and tracking test cases, and overall system regression testing. This position plans, executes, and delivers QA and software testing solutions that provide business value by ensuring the stability, quality and effectiveness of systems and processes that support our end-users, customers and partners. This position applies expert QA technical knowledge and skills to mentor developers, analysts, and testers, as well as collaborating closely with the QA Manager in relevant test efforts.

    The incumbent will lead stakeholders through the testing phases of a project and trains teams and other trainers for the end-user solution, as well as handling all Testing as a Service (TaaS) requests. This includes maturing testing practices at L&I through creating, delivering and supporting robust testing processes and methodologies.
    Duties
    • Required:
    • Senior for Testing and QA, including:
      • Applies expert knowledge of business processes to monitor and support the work performed by the Testing & Quality Office (TQO).
      • Provides expert level consultation and analysis of system conformance.
      • Analyzes complex issues and uses understanding of business processes.
      • Serves as lead tester for enterprise-wide projects and on efforts involving high risk, visibility and/or complexity.
      • Applies strategic expertise together with comprehensive knowledge of industry recognized testing practices.
      • Serves as the technical expert for internal staff, as well as partnering with third-party vendors, Federal, or other State Agencies.
      • Trains staff on all aspects of technical software testing and applied quality assurance.
      • Conducts detailed analysis and research.
      • Partners and lends expertise with the QA Manager.
      • Applies advanced technical knowledge and experience to direct the work of the Test Analysts and responding to issues escalated by the Test Analyst's for resolution
  • Test Process Management, including:
    • Document the testing methodology and processes to be applied across project and product teams.
    • Guide and support product teams in conducting software testing within industry recognized practices.
    • Ensure test data management and versioning controls are appropriately applied within test environments.
    • Defines, directs, and maintains change for multiple test environments.
  • Test Planning and Development Lead, including:
    • Develops and/or reviews risk-based test plans and approaches using expert technical knowledge of software testing.
    • Identify test requirements such as test environment, test data needs, and integration to ensure testability.
    • Conduct and execute variety of functional and non-functional testing.
    • Implement and support appropriate maintenance of test case libraries/suites for re-use and regression testing.
    • Coordinate and actively assist with user acceptance efforts to ensure user requirements and business need are met.
    • Can assign software testing tasks to TQO team members and reviews progress of assigned tasks.
    • Collaborates with IT Division project managers and other project stakeholders.
  • Manual and Automated Test Development, including:
    • Convert manual tests to automated test scripts where possible.
    • Develop and manage the test data library. Assess, install, configure, and utilize specialized manual and automated testing tools as well as API Test Automation frameworks.
  • Specialized Load and Performance Testing, including:
    • Isolate and troubleshoot bottlenecks within the Test environment and/or software enhancement.
    • Assess, install, configure, and utilize specialized performance testing tools.
  • Manual and Automated Test Case Management, including:
    • Organize test case libraries by product/feature.
  • Test Execution, including:
    • Applies technical knowledge of mainframe and web databases, graphical user interfaces, system requirements development, IT project management and knowledge of State and Federal statutes, policies and regulations.
  • Defect Management including:
    • Manage defects identified through the Software Development Lifecycle (SDLC) including identification, retesting implemented solutions, regression testing other code that may be impacted, and then determining issue closure.
    • Analyzes the defect and to applies expert level knowledge and experience of business processes to develop a solution.
  • Test Reporting, including:
    • Develop and manage traceability matrices and testing metrics.
    • Provide measures and metrics on conformance and non-conformance costs for reporting to project and business stakeholders.
  • Test Driven Development, including:
    • Use advanced technical knowledge of the Software Development Lifecycle (SDLC) to assist L&I with adopting Test Driven Development (TDD) practices.
  • Communication, including:
    • Work closely with staff on assigned agile teams, with multiple cross-functional teams, and with other internal and external stakeholders. Collaborate closely with other technical experts in the IT Division, as well as with business stakeholders across the agency.
    • Works with technical staff, production control and the data management teams to resolve any system issues.
    • Consults with internal and external IT teams to review how they applied new technology in their processes.
  • Standardize Software Testing Processes and tools including:
    • Standardize and define software testing practices at L&I used by projects and product teams as assigned by applying advanced technical knowledge and application of industry standard software testing practices.
    • Applies expertise in researching and recommending new technology and tools.
  • Qualifications

    Required:
    • Bachelor's degree in Computer Science, Business Administration, or related field
    AND
    • Seven years of professional IT testing experience *Professional IT experience may substitute year for year for education.
    AND
    • Minimum of four years' experience with
      • Various types of software testing such as: system, integration, data validation, user acceptance, scalability, performance, stress, load, and regression.
      • Functional and non-functional software testing methodologies used throughout the Software Development Lifecycle (SDLC) with test-driven development practices and a deep understanding of CI/CD.
      • Writing and executing test plans, test scenarios, test cases, automated test scripts, experience creating Test Automation Frameworks, and documentation and interpretation of test results.
      • Analyzing functional design requirements and/or user stories and developing use case scenarios.
      • Configuring and managing various software testing tools for development of manual test cases and automated test scripts, managing test cases libraries, tracking defects, and reporting on test statuses.
    OR
    • Any combination of education and professional IT testing experience totaling eleven years.
    Preferred
    • Three (3) years' experience
      • Applying Agile/Scrum and/or other modern software development methodologies to test-driven development practices.
      • With Visual Studio or other Integrated Development Environment (IDE), Team
      • Developing and executing Structured Query Language (SQL) queries.
  • Possesses professional certification for quality assurance or software testing, or similar common body of knowledge such as International Software Testing Qualifications Board (ISTQB)
  • Certified Tester Foundation Level (CTFL) software testing certification
  • Certified Software Test Engineer (CSTE), etc.

    Insurance Benefits
    Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

    Retirement and Deferred Compensation
    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

    Social Security
    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

    Public Service Loan Forgiveness
    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

    Holidays
    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

    Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

    Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

    Sick Leave
    Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

    Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

    Vacation (Annual Leave)
    Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

    Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

    Pay status includes hours worked, time on paid leave and paid holiday.

    As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC

    Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

    Military Leave
    Washington State supports members of the armed forces with 21 days paid military leave per year.

    Bereavement Leave
    Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
