    Description
    • Direct DISD Construction Manager staff and Program Management Firm(s) to serve as liaison between campus principals, architects, engineers, consultants, and the Construction Services department to develop, review, and finalize project plans, drawings, schematics, and specifications
    • Direct, supervise and evaluate DISD Construction Manager and Program Management Firms
    • Direct and coordinate the team's submission of annual performance and objective reports on construction project progress and direct the evaluation reports for Program Management Firm(s) from the construction perspective
    • Direct on-site inspection of construction projects to ensure conformance with construction documents and programs, including but not limited to material testing, air- balancing fire inspections, and conformance to Technical Design Guidelines
    • Consult with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating district construction projects, and provide leadership to the Program Administrative staff when they are involved in issues with various governmental entities
    • Direct and coordinate all recording keeping associated with the responsibilities of the Construction Manager staff regarding the areas of project budgeting and authorized expenditures, change orders, CAEAs, CAELs, as well as the review and authorization of payment applications prior to being submitted to Financial Services for processing and payment
    • Direct the Construction Manager staff to ensure consistency in processes and procedures performed by staff and Program Management Firms
    • Direct the activities of DISD Construction Manager and provide oversight to ensure consistency and congruence of activities and responsibilities
    • Responsible for project assignments to Construction Manager staff, taking into account budget allocations, expertise, and assignment equity to ensure appropriateness and quality of project oversight
    • Direct and coordinate all communications issued to Program Management Firms from Program Administrators as appropriate
    • Attend project development and construction meetings such as but not limited to partnering sessions, preconstruction meetings, pre-bid meetings, and other meetings such as governmental entities to assist in identifying methods to improve and expedite processes and coordinate similar activities of the Program Administrator staff
    • Direct, manage, and monitor the Program Management Firm(s) relative to the various phases of their responsibilities and ensure that they comply with policies and procedures as directed
    • Direct and work collaboratively with DISD Construction Manager, Program Management Firm(s), and Design Professionals regarding warranty work corrections, conducting walk-through inspections, and making final warranty checks prior to the end of warranty periods and provide key coordination
    • Monitor and direct the final close-out procedures for the general contractors, architects, engineers, and job order contractors (i.e. new schools, additions, renovations, demolitions, and hazmat) as related to assigned projects and those of DISD Construction Manager in directing Program Management Firms
    • Direct and work collaboratively with the Program Management Firm(s) to estimate costs of new construction and renovation projects to ensure compliance
    • Direct and act as the key coordinator for all work related to Construction Manager within Construction Services Department
    • Direct, supervise, manage, and specifically direct the work of Dallas ISD Construction Manager and contracted Program Management Firms in their responsibilities in the oversight of the design and construction projects assigned to Construction Services
    • Perform all other tasks and duties as assigned
    Qualifications
    • Bachelor's Degree in Construction Science, Construction Management, Building Science, Civil Engineering or a degree in an approved field of study; preferred registration as a valid architect or engineer in the state of Texas
    • Registered Architect, Professional Engineer, or Certified Construction Manager required
    • More than fifteen years of experience in construction project management, architecture, or engineering
    • Ability to read, analyze, and interpret the most complex documents, such as contracts, blueprints, schematics, construction plans, and specifications
    • Ability to respond effectively to inquiries or complaints from employees, local businesses, or members of the business community
    • Ability to communicate articulately in written and verbal form
    • Ability to make effective and persuasive speeches and presentations to staff, management, parents and taxpayers
    • Ability to understand, review, and approve construction financial documents, budgets, and payment authorizations by staff and Program Management Firms
    • Proven ability and skill to manage construction projects
    • Strong organizational, communication, and interpersonal skills
    • Ability to prepare bidding documents, including but not limited to notice and instructions to bidders, drawings, and specifications
    • Ability to utilize Microsoft Office Professional software and Microsoft Project as well as various CAD software
    • Familiarity with mechanical and electrical design and installation criteria
    • Familiarity with building codes and zoning ordinances
    • Must be able to maintain health and safety standards in conformance with federal, state, and insurance regulations
