    Description

    Duties * You will serve as the principal advisor to the Director of Resource Management (DRM) on all budgetary matters.

    * You will administer the garrison's overall budgetary management system. * You will provide budgetary and technical leadership for the development of cost estimates associated with long-range multi-year studies. * You will emphasize and explains budget limitations, program requirements, and directives. * You will analyze program and budget guidance and instructions from higher headquarters to determine impact on garrison operations.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position has Temporary Duty (TDY) or business travel requirement of up to 10% of the time.

    * This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.

    * Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

    * This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. * Incumbent is required to submit a Confidential Financial Disclosure Report.

    * OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive R, Joint Ethics Regulation, dated 17-Nov-2011.

    Specialized Experience:

    One year of specialized experience which includes services programs and/or appropriations; conducting complex analyses of financial, budgetary and programmatic data using various financial programs such as General Fund Enterprise Business System (GFEBS); and advises officials on the status and availability of funds and prepares a variety of reports on status of funds, expenses and obligations.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

    You will be evaluated on the basis of your level of competency in the following areas:

    Grade Requirement:

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

    Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

    Additional information * Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
