    Description

    This position functions as the coordinator for the geographic information system (GIS) system for the Public Works Department. This position provides senior level administration, design, development, integration, analysis, quality control, user support, and training of all Public Works geographical information system (GIS) software, geospatial data and mapping resources using the ESRI GIS product line. It also performs challenging technical tasks using ESRI software and/or other interactive application software to support the reliable operation of the Department of Public Works GIS and OpenGov/Cartegraph OMS asset management software as well as the integration of GIS and GraniteNet software used for video inspection of sanitary sewer and stormwater pipes and structures.

    Key responsibilities include geodatabase administration, project management; asset creation/maintenance/quality control, analyzing user requirements; and creating/integrating/maintaining interactive GIS applications, GIS datasets and City geodatabases. Perform tasks to assist in the customization of software and applications related to Public Works operations.

    DISTINGUISHING CHARACTERISTICS

    Direct maintenance of electronic and physical files of GIS, asset management, and GPS information including maps, reports, drawings, etc. Develop and maintain custom applications. Control and monitor user access to data. Work with interdepartmental and outside agencies to ensure continuity with existing software, hardware, databases and information systems. Oversee development of metadata for relevant GIS layers and programming changes. Prepare graphical and non-graphical information for staff reports and presentations. Develop, implement and update the GIS strategic plan through coordination with City departments. Assist with budget recommendations, review and monitoring.

    Essential Functions

    Administers the Public Works versioned enterprise geodatabase, designs and creates new spatial datasets, tables, and route systems; manages user access to geospatial data; and creates/maintains coded value domains, attribute rules, and database sequences.

    Performs complex queries and data analysis of GIS datasets and tabular data.

    Responsible for the creation, maintenance, and quality control of all Public Work GIS data.

    Assists in the preparation and evaluation of "Requests for Proposals" for Engineering and GIS consultant services.

    Administration, configuration, and training/user support of OpenGov/Cartegraph OMS and Cartegraph Asset Management including interface customization, GIS integration, user administration, role administration, import/export administration, automation manager, record filter administration, scenario builder, structure manager, etc.

    Integrate GraniteNet pipe inspection data with GIS.

    Designs and develops custom software code for GIS applications.

    Integrates the Public Works GIS database into vendor supplied solutions.

    Conducts user needs assessments and recommends implementation of GIS needs and development of future GIS related products.

    Designs, develops and maintains Public Works GIS database schemas and documentation.

    Assists in designing, developing, and implementing GIS workflows.

    Responsible for the development of plans and procedures for effective integration or transfer of GIS data from various sources into usable databases.

    Assigns, tests and manages security policy groups and user permissions to digital information.

    Demonstrate and explain computer system software capabilities to potential users; provide specialized training, software and data support, and mentoring for City staff.

    Serve as technical advisor to and is a member of the joint Grand Island - Hall County GIS Committee.

    Interact with Federal, State, County, City and other agencies on the exchange and utilization of GIS and GPS information.

    Coordinate the Public Works Department's geographic information system including spatial and non-spatial database design, maintenance, customizing, programming and mapping. Use ESRI software products; manages the development, implementation, dissemination, analysis, and maintenance of the GIS databases, map layers and related engineering data. Coordinate planning of related interdepartmental GIS projects.

    Acquire or develop software and reports to support network analyses needed by the Public Works engineers.

    Respond to inquiries regarding GIS data, records and mapping information; identify, compile, and generate specific maps given situational requests utilizing CADD files and topography attributes for assigned projects; analyze results, so that applications can be specifically designed for individual users or departments.

    Oversee and monitor the department's computerized infrastructure model and system network; validate data entry, analyze scenarios, and calibrate results for accuracy.

    Create and maintain the dynamic, interactivity of the City's internet 'home' page; updating the departmental web pages with relative GPS and GIS information; and working with other city departments in developing their individual web pages, on-line forms, and training their personnel in how to maintain this data.

    Provide budgetary recommendations regarding equipment purchases and software applications. Review and make recommendations concerning outside services and materials.

    Automate tasks such as Public Works sewer connections, locations and associated fees.

    Develop data collection contracts to collect data for such things as pavement management, traffic signs, drainage, and other public works related infrastructure.

    Qualifications

    Knowledge of:
    Principles of engineering as applied to surveying, design, and construction work.

    Geographic Information Systems (GIS) technology and Computer Aided Drafting (CAD) methods including database design and management, programming and customization, cartography and map design.

    Software used to perform GIS activities including ESRI's software products.

    Data collection methods and technologies including methods of surveying and understanding of high accuracy GPS systems.

    Project, coordinate systems and conversion techniques as they pertain to GIS and GPS.

    Relational Database Management Systems as it pertains to spatial data, implementation, and administration.

    GIS data models used for analysis of utility infrastructure and geographic networks; and skill to perform topological corrections of data.

    Microsoft Windows software, specific application software; asset management and database management systems.

    Programming for customizing GIS and related resources including Python, Arcade, Java, Visual Basic, and SQL.

    Ability to:

    Provide advance data query for SQL, flat file and other data formats.

    Learn and apply techniques associated with the development and administration of GIS systems.

    Analyze, manipulate and interpret data to reach logical conclusions.

    Troubleshoot complex technical issues and solve problems.

    Communicate effectively both orally and in writing.

    Represent the City in a professional manner to outside agencies.

    Perform a leadership role within a committee.

    Respond to and resolve citizen concerns and requests for service.

    Create detailed maps from CADD files, spatial and non-spatial databases, and geographic attribute records.

    Analyze, program, implement, maintain and support GIS and web-based applications.

    Schedule, mentor, and supervise employees.
    Supplemental Information

    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Experience:

    Minimum of three years of progressively responsible experience in developing, integrating, implementing, and maintaining GIS technologies and applications, preferably in a governmental or similar institutional environment including the areas of Streets, Traffic Signal, Wastewater, and Stormwater.

    Training:

    Bachelor's degree in Geographical Information Systems, Computer Science, Management Information Systems or a closely related field.

    License or Certification:

    Employee must possess a valid driver's license and maintain insurability as determined by the City's insurance carrier. Click to view our driver eligibility requirements.

    GISP certification is preferred.

    Working Hours:

    Monday-Friday 8 a.m.-5 p.m.; hours may vary depending on department needs.

    Salary:

    Position will start at the entry level of the City's salary table. Consideration may be given if experience exceeds entry level qualifications.

    This is a general guide for the purpose of informing all new employees of benefits. Coverage for all benefits, with the exception of the retirement savings plan, is effective the first of the month following two full calendar months of full time employment. Payroll deduction will begin in the month prior to the effective date of coverage. The retirement savings plan is effective on the first day of employment.

    HEALTH INSURANCE: Blue Cross/Blue Shield coverage provided to the employee and dependents. There are two options: a Qualified High Deductible Plan with an HSA, or a Traditional PPO plan. If your spouse is eligible for coverage on their employer's group health plan, spousal coverage with the City is not available.

    The semi-monthly premiums for the High Deductible Plan: ($3200/$5700 deductible)

    DENTAL INSURANCE: Delta Dental coverage provided to employee and dependents. The employee is responsible for a portion of the premium. $4.65 for Single, $8.78 for Emp. 2/4 or $14.09 for Family semi-monthly.

    VISION INSURANCE: EyeMed Vision coverage is available to employees and dependents. The employee is responsible for the full premium. Employee only - $7.09; Employee/Spouse - $13.88; Employee/Children - $14.61; Family - $21.48. All rates are monthly payroll deductions.

    LIFE INSURANCE: Securian/Ochs Life Insurance coverage provided for employee ($50,000), spouse ($10,000), and dependents ($5,000 each), with premiums paid by the City. Supplemental life insurance available for employee and dependents through payroll deduction.

    RETIREMENT PLAN: Mandatory Ameritas Retirement Plan - 6.5% of gross earnings matched by the City of Grand Island. Effective on date of employment. Four year vesting schedule. Voluntary after-tax contributions up to 10% - not matched by City.

    DEFERRED COMP: Five optional Deferred Compensation Plans which allow pre-tax contributions up to $23,000/yr.

    LONG-TERM DISABILITY: CIGNA - LTD provided for employee. Pays a portion (60%, maximum of $8500 per month) of employee's salary should he/she becomes disabled.

    CAFETERIA/125 PLAN: Optional participation by the employee. Can be used for medical expenses, non-employer sponsored premiums and/or dependent daycare.

    VEBA PLAN (HRA): MidAmerica. Post-employment plan to be used for post-employment medical expenses. Contributions made by the City.

    PAID VACATION: Vacation leave is earned and accrued in bi-weekly increments in the following manner: Ten work days in the first year; 15 days in the 5th year; 16 days in the 7th year; 17 days in the 9th year; 18 days in the 11th year; 19 days in the 13th year; 20 days in the 14th year; 22.5 days in the 20th year; 25 days in the 25th year. No vacation can be used during introductory period.

    PAID HOLIDAYS: Nine paid holidays and two personal holidays.

    MEDICAL LEAVE: Accrual of 8 hours for each full calendar month of service cumulative to 1,150 hours.
