    $106,191 - $127,429

We are looking for a Financial Controller that will be reporting to the CFO. In this position, you will be leading and directing the complete financial accounting functions. You will establish and maintain overall procedures, and policies. Direct all analysis and reporting activities of complex data analyses including budgets, planning, and required filings. Presents findings and recommendations to management. Support and represent the CFO as needed.

    Where will I work?

    The Controller position is a full-time position operating out of the San Francisco office.

    This position will require you to travel locally within the counties of San Francisco, San Mateo, and Marin and some travel around the State may be required.

    Access to reliable transportation permitting travel to and between different locations in order to perform the outlined responsibilities of the position is required.


    What you'll Do:


    General:



    • Oversee accounting functions for a $500+ million budget operation.
    • Review and develop policies and procedures as appropriate and as needed.
    • Ensure compliance with financial and accounting regulations.
    • Oversee Fixed Assets reconciliations.
    • Governmental Reporting - Census Reports.
    • Maintain all confidential client information in compliance with the federal Health Insurance Portability and Accountability Act of 1996 (HIPAA) and the California Lanterman Act.
    • Lead and/or participate in special projects, and assist with additional duties or tasks, as assigned or needed.

    Accounts Control and Reconciliation


    • Monitor and reconcile general ledger, and other accounts.
    • Ensure appropriate fund balances.
    • Prepare month end Journal Entries.
    • Prepare bank reconciliations.
    • Review and approve monthly State Claim Reimbursement submissions.
    • Prepare State Claim worksheet and track State Claim receipts.
    • Review Fiscal audit and Tax filing of Form 990.
    • Perform Month End and Year End Closing activities.

    Bank Account and Cash Flow


    • Manage all bank accounts and bank-related issues.
    • Primary liaison to Banks.
    • Recommend short- and long-term investments and process investments upon approval.
    • Review and perform fund transfers within organization's accounts and external wire transfers.
    • Monitor and analyze positive pay activities and place stops on check payments.
    • Manage and monitor all company credit cards.

    Reimbursements/Receivables


    • Review, authorize, and submit all monthly reimbursement claims to State government (DDS).
    • Monitor State claims receivable, ICF-SPA receivable, and other receivables.

    Internal Organizational Support


    • Maintain internal controls, policies and procedures and ensure compliance.
    • Assist, advise and resolve organizational and inter-departmental fiscal related issues.

    Audits by Outside Parties:



    • Oversee and coordinate all independent financial audits.
    • Serve as primary liaison to external auditors.
    • Prepare and coordinate all audit schedules.
    • Schedule and plan annual and bi-annual audits.

    Requirements

    Who are we looking for?


    • Bachelor's degree in Business, Finance or Accounting.
    • 5+ years accounting and finance experience with responsibilities for financial closings and financial statement preparation.
    • Supervisory experience.

    Skills

    Written communication:
    ability to develop standard business communications, using proper grammar, spelling and punctuation.

    Oral communication:
    ability to convey complex information and ideas in a clear, concise and professional manner.


    • Ability to operate basic office equipment, including scanners, copiers, faxes, phones.
    • Basic familiarity with MS Word, MS PowerPoint, MS Outlook or similar software applications.
    • Intermediate knowledge of MS Excel (e.g., Pivot Tables, Lookups, graphing).
    • Experience with fully automated accounting system.
    • Knowledge of bookkeeping and accounting terminology.
    • Statistics and number facility.

    Desired Qualifications


    • CPA Desired
    • Experience in another California Regional Center
    • Experience in non-profit accounting and budgeting
    • Experience in multi-cultural settings and/or multi-lingual capacity
