Provide support with the development and deployment of a Program Management Information System (PMIS), a construction project management and reporting system.

The PMIS solution will be tailored to support PACAF A4C Program Management Office's (PMO's) mission to plan, program, and execute military troop construction projects to support all PACAF installations, Numbered Air Forces, tenant commands, sister services through direct coordination with Army Corps of Engineers, Navy Facility Engineering Command (NAVFAC) and Air Force Civil Engineer Center (AFCEC) and other DoD agencies.

PMIS is an expansion of the Life Cycle Management Process - Integrated Data Environment (LCMP-IDE), a government-owned system, within the accredited Non-classified Internet Protocol (IP) Router Network (NIPRNet), Impact Level 5 (IL5) environment.

The objective of this task is to build out the LCMP-IDE PACAF A4C PMIS NIPRNet instance based on prioritized requirements.

Working with Government or other contracted staff to identify and track cost components to all Military Construction (MILCON) and Facility Sustainment Restoration and Modernization (FSRM) projects associated with the PACAF A4C and ECEG programs.

Incorporate MILCON and FSRM cost data into the LCMP-PMIS platform
Provide training support to include the development of training documentation and standard operating procedures to support the adoption, and operations and maintenance support
Support reporting and provide analysis of cost, schedule, and resources risks across portfolio of design and construction projects and identifies gaps between current state and desired (directed) end-state
Produces standard and custom reports and present vital signs on dashboards
Develop user guides and train Government personnel on improved processes and/or new LCMP-PMIS solutions
Support the examination and reengineering of existing design and construction management processes in order to develop new oversight capabilities
Identify improved cost tracking processes to include recommendations for LCMP-PMIS
Define associated information requirements and information technology requirements to enable improved processes/capabilities.
Support LCMP-PMIS deployment activities across other Indo-Pacific client locations, as required
Support the identification of LCMP-PMIS enhancements required to improve usability and capability of the PMIS to include participation in requirements prioritization processes and procedures
Provide feedback to task lead on project delivery issues, challenges and opportunities to optimize execution
Must have a DOD Secret Clearance at minimum
