    Northrop Grumman Mission Systems is seeking a dedicated Manager Test Engineering to join our team in San Diego, CA.


    What you will get to do:

    The Manager Test Engineering 2 will lead a team of test managers and engineers who support Communication, Navigation, and Identification (CNI) products with a range of testing services including acceptance and environmental testing of electronic circuit card assemblies, modules, and systems.

    This leadership role is located in San Diego, CA. This position is a dual-hat position requiring the candidate to perform technical test execution and functional management activities. The candidate should have a desire to lead and value people.

    They must possess the "soft skills" necessary for people leadership and be ready and willing to continue refining and learning these skills.

    You will be required to provide a wide range of mentoring activities and foster a culture that allows employees to learn and grow.


    Technical Responsibilities:

    • Define test requirements (hardware, software, and facilities)
    • Lead the design and development of requirements verification decisions within the system architecture in coordination with systems engineering and Integrated Product Teams (IPTs)
    • Develop and refine acceptance test plans and procedures
    • Lead integration and testing of components, sub-systems and systems including support of environmental and acceptance testing
    • Collaborate with internal and external support staff to ensure safety and effectiveness during test execution
    • Lead the process and review products for formal data review and hold the engineering teams accountable for objective, efficient and timely review of test data.
    • Interface with internal and external customers for testing support and witnessing
    • Assign resources and ensure work is scheduled and executed based on the competing priorities of concurrent programs
    • Own the test execution direct and indirect budget and provide reporting and status
    • Ensure that approved design changes in hardware and software are compatible with existing components and subsystems
    • Facilitate and own the risk management process and review board for test execution
    • Troubleshoot and resolve test failures
    • Solve complex issues and eliminate obstacles to allow team to execute efficiently
    • Perform effective root cause, corrective and preventive actions
    • Perform evaluations, inspections, and audits to identify opportunities for improvement
    • Lead, develop, and implement system and site test improvements

    Functional Responsibilities:

    • Oversee the performance, progression and mentoring of managers and employees to ensure they are meeting/exceeding expectations
    • Provide feedback and development opportunities
    • Foster a collaborative culture that sustains the momentum around engagement and inclusion, affordability, innovation, value growth, and continuous improvement
    • Manage and guide direct report goals, performance, and compensations reviews
    • Ensure accurate time charging and timecard approvals
    • Manage conflict resolution, performance issues and improvement plans
    • Mentor career growth for team of direct reports
    • Help identify stretch assignments and opportunities

    Basic Qualifications:

    • Bachelor's degree and 9 years OR a Master's degree and 7 years relevant experience
    • Effective leadership, influence, and project management skills
    • Strong communication skills, both oral and written
    • Demonstrated success leading teams and/or organizations to achieve a common goal
    • Must have or be able to obtain a U.S. Department of Defense (DoD) Secret security clearance (US Citizenship as a pre-requisite)

    Preferred Qualifications:

    • Experience with lean-agile, six sigma and process improvements
    • Experience writing proposals and preparing Basis of Estimates (BOEs)
    • Experience with Earned Value Management (EVM) and risk/opportunity management
    • Experience in aircraft maintenance management and logistics
    • Strong mechanical skills and exposure to a manufacturing and test environment
    • Knowledge of system integration and test principles and test plan development at any level of build (unit, sub-system, system, etc.)

    Salary Range: $138,100 - $207,100


    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

    Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
