Essential Duties and Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES:
• Provides security and bailiff duties at the entrance to Justice Court facilities and in and around the courtroom; escorts jury panels; monitors and assists defendants, witnesses, attorneys and visitors; oversees courtroom security by screening all participants in the proceedings,
including defendants and their families; takes into custody, by direction of the court, those remanded to the jail.
• Executes assigned civil process/Execution of various warrants; serves legal papers and orders such as Writs of Attachment, Writs of Execution, Writs of Garnishment, Writs of Possession, Writs of Sequestration, Distress Warrants, Orders of Sale, Subpoenas, and Temporary Restraining Orders,
and as assigned.
• Conducts research to obtain a correct address or contact information; researches criminal justice information systems; contacts employers; or makes personal contact with attorneys and members of the Criminal District Attorney's staff and plaintiff to develop contact.
• Maintains logs and records of service attempts and returns court documents to the proper jurisdiction; collects money from garnishee and issues receipt; submits written reports on disposition of assigned cases.
• Maintains peace and enforces laws; enforces laws that may result in issuing a citation, making an on-view arrest, serving a criminal warrant, generates incident reports, and/or other action that results in apprehending violators and taking them before a magistrate.
• Works and coordinates with other officers on the service and execution of civil process documents, arrest warrants, criminal investigations, and other related law enforcement related duties; serves arrest warrants and transports prisoners to jail; serves warrants and executes
various civil process as designated by a court order;
• Contacts and coordinates with attorneys, plaintiffs, applicants and victims on the service of civil process documents, arrest warrants, criminal investigations, and various related legal documents as required; responds to inquiries and serves as liaison to other agencies and the
public.
• Provides protection of life and property during patrol duty; responds to emergencies, enforces motor vehicle and criminal laws, responds to requests for assistance, investigates suspicious persons and situations, safety hazards, and unusual or illegal activity; arrests, detains, and
conducts lawful search and control of law offenders;
• Interacts with citizens in order to meet their expectations and provides intercession between citizens to prevent escalation of problems; may be called upon to work with other organizations and persons, such as outreach programs, presentations and training; coordinates smooth and effective operations and events;
• Prepares incident reports, completes administrative forms and maintains activity logs;
• Compiles statistical information, reports and data;
• Enforces local, state and Federal laws, and enforces compliance with regulations and ordinances.
• Assists the general public with information and direction in court or in the County facility.
• May assist in the development and improvement of department procedures.
• Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations.
• Attends and participates in meetings, training and information sessions.

EDUCATION and/or EXPERIENCE
High school graduation or its equivalent, plus at least five years of experience as a law enforcement officer.
KNOWLEDGE
Law enforcement and security operations and the responsibilities of a Texas peace officer; and courtroom procedures and activities.
SKILL/ABILITY TOUnderstand and follow instructions, rules, regulations, and laws; physically restrain other individuals; safely handle a firearm; basic understanding of addiction and recovery treatment; establish and maintain effective working relationships with judges, other law enforcement officers, attorneys, jurors, and the general public; and communicate effectively, both orally and in writing.
CERTIFICATES, LICENSES, REGISTRATIONS
Intermediate Certification from the Texas Commission on Law Enforcement (TCOLE).
HEALTH / DENTAL INSURANCE- Regular full-time employees are provided general medical, hospitalization, and dental insurance coverage. This is free to the employee if they take a yearly HRA and have negative Cotinine test yearly. Employees may obtain coverage under the group plan for family members at their own expense. All benefits have a waiting period of the first of the month following 30 days of hire. Prices for other insurance are listed
LONG TERM DISABILITY- Regular full-time employees working over 30 hours per week are eligible for long-term disability benefits. This benefit becomes effective on the 1st day of the month following six months of continuous employment with the county
CAFETERIA PLAN- All regular full-time employees are eligible to enroll in the supplemental insurance portion of the county cafeteria plan on the 91st day of employment, or annually during an enrollment period for the following plan year of January 1 through December 31. They will not be eligible for enrollment in the Flexible Spending Accounts for medical reimbursement and/or dependent care until the first annual enrollment for the plan year beginning after 1 full year of employment.
DEFERRED COMPENSATION PLANS- Midland County offers five deferred compensation plans. Enrollment in one of these plans can be done at any time after the 91st day of employment.
RETIREMENT PLAN- The county is a member of the Texas County & District Retirement System (TCDRS). Regular employees are required to become members of TCDRS and are eligible for this benefit immediately upon employment. Employees automatically deposit 7% of their salary. Temporary employees are not eligible to become members of TCDRS. The county matches employee deposits by 200% and interest at retirement. An employee is vested after 8 years of service. An employee may retire with full benefits after 8 years of service and attainment of age 60, or after 30 years of service, or at the time the employee qualifies under the "Rule of 75". The "Rule of 75" is defined as when the employee's age combined with years of service (rounded down to whole years) equal to 75 or more.
DEATH BENEFIT PLANS- There are two (2) types of death benefit plans provided by Midland County to all employees who participate in the Texas County and District Retirement System.
WORKERS' COMPENSATION-All employees of the county are covered by the workers' compensation insurance program, and the county pays the premium. This coverage provides medical and salary continuation payments to employees who receive bona fide, on-the-job, work-related injuries.
LEAVE TIME- Regular full-time county employees are eligible for holidays, vacation leave, sick leave, and other types of released time under certain circumstances.
FREE WELLNESS CLINIC- for anyone over the age 3 covered by Midland County's insurance.
