    Job Description:



    Performs highly advanced and/or supervisory (senior-level) case management work.

    Work involves coordinating and evaluating case management and site activities; developing and implementing goals, objectives, and procedures; and evaluating outcome measures for the site.

    May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

    Work focuses on the development and oversight of DFPS temporary emergency service locations.

    Actively evaluates, problem-solves, and coordinates with designated caseworkers and other professionals to help ensure that children and youth in temporary DFPS supervision receive needed services and supports.

    Actively collaborates with casework, placement services, and other staff to help meet the needs of youth and address identified barriers to placement.

    Work involves rapport-building, developing healthy routines, deploying effective motivational approaches for youth with complex needs, and active efforts to transition youth to appropriate placement.

    Personal conduct promotes safety, coordination, and healthy collaboration.

    Provides direct care and supervision of children and youth who are temporarily without placements at designated DFPS temporary emergency service locations to help achieve specific youth goals and outcomes.

    Promotes a positive culture as well as a healthy environment for both staff and youth.

    Coordinates with internal and external service providers to identify and support youths' strengths and preferences, address barriers to placement, support smooth transitions, and avoid future placement disruption.

    May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

    Essential Job Functions:
    Coordinates and evaluates case management, activities, and documentation.


    • Coordinates with others to identify and ensure the provision of the specific resources, services, daily care and overall supervision needed by children in temporary emergency locations.
    • Develops options, coordinates with a wide variety of entities, and implements action plans to maintain a well-functioning collaborative environment.
    • Evaluates and makes recommendations for targeted changes in methods, procedures and/or documentation to improve specific elements of operations, services, and activities.
    • Consolidates and reviews case related documentation and information in IMPACT of children and youth without placement to help identify and link youth with resources and services needed.
    Coordinates and evaluates transition planning to ensure continuity of care and management of risk factors.


    • Participates with assigned case management, as needed, to review incoming referrals, make case and room assignments, and updates other staff regarding the needs and preferences of youth entering or leaving the temporary emergency services location.
    • Participates or leads in the development of service plans and safety plans as needed for newly served youth. Updates these plans as needed.
    • Collaborates and works with caseworkers, external service providers, and management to address barriers to placement and address the needs of children and youth during transitions out of the temporary emergency services location.
    • Collaborates with caseworkers, external service providers, and management to provide post-placement support as needed.
    Monitors the development and implementation of clients' service and treatment plans.


    • Monitors and helps meet daily living needs of youth as addressed per DFPS policy and any site-specific procedures as well as individual service plans.
    • Monitors compliance and helps implement procedures that keep the environment free of safety hazards including identification and reporting of potential safety hazards.
    • Documents in a consistent manner, youth behavior, progress and unusual incidents according to policy.
    • Monitors, redirects, de-escalates, and intervenes as necessary on an individual or group basis.
    • Administers medications and first aid when needed.
    • Seeks care and consultation as appropriate in the event of an urgent or emergent medical or behavioral health situation.
    Monitors and evaluates service delivery systems and clients' progress.


    • Assesses, identifies, and helps ensure the overall physical, behavioral/emotional, health, educational/learning, and other related needs of the children and youth served are addressed.
    • Helps create, coordinate, and consistently implement annual, weekly, and daily schedules of services and activities.
    • Monitors, evaluates, and revises activities to promote progress by youth.
    Monitors case management and budgets.


    • Assesses and monitors the services and resources needed for children and youth without placement and works with assigned case worker, as needed, to determine if improvements or changes need to be made.
    • Collaborates and coordinates actively with others to secure needed resources including in urgent and emergent situations.
    • Assists monitoring the budget related to goods and services needed and works with management to determine affordability.
    • Follows procedures for requesting services, ordering/obtaining goods, securing necessary approvals, and operating within budget limits.
    Monitors quality assurance and utilization review processes for case management to ensure quality services.


    • Collaborates with assigned caseworkers and other professionals to monitor the quality, effectiveness, and utilization of resources in service and treatment plans.
    • Reviews the plan of services, resources and quality standards for children and youth without placement services to promote high quality services including alignment with person-centered goals and trauma-informed care.
    • Helps ensure that individual barriers to placement are identified and addressed.
    • Works to maintain a focus on safety and well-being while in temporary emergency service locations and during transition to an appropriate placement.
    • Collaborates with CPS staff to observe and assess studies related to placement, as needed, to ensure safety and available space.
    • Coordinates with Child Protective Investigations and Statewide Intake, as needed, to report abuse, neglect and exploitation of children or youth without placement that under DFPS care and address any issues of concern.
    Develops and implements goals, objectives, policies, and procedures.


    • Develops, implements, and updates policies, procedures and standards in collaboration with other staff and providers. This includes helping create, implement and promote a positive culture, norms, routines, and rules.
    • Oversees, develops, evaluates, and provides highly engaging and trauma-informed supervision of children and youth to promote positive outcomes and ensure safety and well-being of youth.
    • Develops and implements activities that effectively address the psychosocial, economic, and physical needs of children and youth served by the temporary emergency services location.
    • Evaluates, develops strategies, and helps manage the behavioral needs of children and youth to promote well-being and growth, minimize disruption, promote future placements, and ensure the safety of staff and youth.
    • Provides supervision, daily care, service coordination, and transportation for children and youth that support individual needs and overall activity plans.
    Informs staff of current methods, standards, and trends in case management.


    • Provides guidance, leadership and training as needed to other staff regarding effective methods and best practices related to services in temporary emergency sites, achieving appropriate placements, and related topics.
    • Maintains experience, skills, and education to serve as an effective coach and role-model.
    • Helps apply effective methods and best practices to all aspects of planning and operations.
    Documents, reviews, and edits case records, reports, and evaluations.


    • Enters contact, case information and narratives into the Information Management Protecting Adults and Children System (IMPACT) within required agency timeframes.
    • Consolidates and explains trends and reports related to the supervision of children or youth without placements that are within DFPS care to chain of command, as needed.
    • Completes incident reports and provides information to the primary caseworker and supervisor, and other appropriate staff/entities according to established DFPS policies and procedures.
    Evaluates presentations and orientations, and implements changes as needed.


    • Develops, evaluates, and updates trainings, presentations and related material.
    • Reviews presentations and other materials for accuracy and effectiveness.
    • Ensures that trends are well-evaluated and clearly presented, staff and youth needs are appropriately communicated, and options presented reflect active problem-solving.
    • Effectively briefs assigned caseworkers, relevant team members, and management on current operations, status and needed changes.
    May coordinate and develop intra-agency or interagency agreements to address community service gaps and barriers.


    • May make public presentations or help develop and update interagency agreements.
    • Develops and maintains effective working relationships between Child Protective Services staff, children, youth, parents, caregivers, foster parents, judicial officials, CASA, law enforcement and legal parties, medical professionals, other community resources.
    May supervise the work of others.


    • Mentor and provides on the job training and support to new staff providing supervision and daily care for children and youth without placement, as needed.
    Performs related duties as assigned.

    Knowledge Skills Abilities:
    Knowledge of community resources; case management principles, objectives, standards, and methods; and program policies and procedures.

    Skill in monitoring service and treatment plans.

    Ability to assess clients' needs, to coordinate and evaluate clients' services, to monitor operational effectiveness, to communicate effectively, and to supervise the work of others.
