    About the program :
    Clackamas ESD provides educational, motor team, Medicaid administrative claiming and Medicaid administrative billing support to our partner districts

    About this position:
    The Medicaid Support Specialist coordinates the Medicaid programs for the ESD and local school districts.

    The Specialist provides Medicaid client training, technical assistance, and customer service to the local school districts participating in this program.


    Essential functions:
    Develops and maintains a billing system and procedures that ensure compliance with state and federal requirements for participation in the Medicaid Fee for Service and Medicaid Administrative Claiming (MAC) programsProvides technical information and assistance to clients on the implementation of the Medicaid billing systems and proceduresCoordinates and provides client training and customer support for the Medicaid programsServes as the county school liaison for statewide Medicaid billing committees and the Office of Medical Assistance Program (OMAP)

    Develops and maintains procedure manuals, documentation, training materials, and forms for use in the billing systemDevelops, maintains, and distributes revenue summary reports based on reconciliation of payments receivedMonitors the ESD's Medicaid programsParticipates in audits of local districts' Medicaid procedures and recordsAssists in the evaluation and improvement of the Medicaid programsAssists the Special Education Department to develop contractual agreements with school districts, partner agencies, and personal servicesDevelops and implements comprehensive technology systems to revise, track, and maintain current and exact records on contract servicesActs as the Special Education Department liaison with the Fiscal and Superintendent's offices for tasks related to contract servicesMinimum qualifications :

    Recent successful experience with medical insurance or school Medicaid billingRecent successful experience coaching adultsRecent successful experience with general office practices and procedures requiring progressively greater skillsDemonstrated competence in word processingHighly proficient in the use of database, publication, and presentation softwareDemonstrated ability to work independently and use initiative to accomplish complex assignments with general instruction and guidanceDemonstrated ability to exercise judgment and integrity on the job with a sense of confidentiality, tact, and diplomacyDemonstrated ability to work collaboratively with business partners with multiple needs and interests including internal ESD departments, school districts, and community agenciesDemonstrated ability to read, interpret, and put into operation technical regulations and requirements related to MedicaidDemonstrated ability to organize time and other resources to handle multiple tasks simultaneouslyDemonstrated ability to work accurately with attention to detailValid Oregon driver's licenseWritten and oral communication skills sufficient to perform essential functionsPhysical and mental attributes sufficient to perform essential functionsSalary : Range 19 of the classified salary schedule.

    New hires are eligible to start at up to Step 4 depending on experience, per the Classified Collective Bargaining Agreement.

    $ $29.02 per hour. 24/25 school year salary schedule is yet to be released.

    Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS.

    There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck.

    If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
