- Serve as the primary budget subject matter expert and financial advisor to the TSA clients on planning, maintaining, and forecasting the monthly, quarterly and annual monetary performance of Identity Management programs throughout each fiscal year.
- Manage inputs to the expenditure plans (Fiscal Year Expenditures and Spend Plan), Capital Investment Plans (CIPs), and Resource Allocation Plans (RAPs) during the budget cycle.
- Develop and maintain Identity Management related cost models.
- Develop documents, spreadsheets, budget presentations, issue papers, and talking points for client delivery.
- Review, monitor, and summarize congressional budget actions related to identity management.
- Prepare funding documents for program execution.
- Develop descriptive detail briefings to defend program funding requirements.
- Develop detailed programming and financial planning justification and documentation.
- Analyze trends and developments in TSA's planning, programming, budget and execution process concerning appropriations, funding priorities and workload management which supports overall program operations in order to provide budgetary information.
- Ability to track, manage, and ensure project tasks are completed in a timely manner.
- Ability to be a self-starter who can anticipate requirements and manage a varied workload in a team environment.
- Bachelor's degree
- Ability to work in a high-demand, fast-paced environment
- Experience and understanding of federal budget cycles and acquisition programs
- Minimum of 5 years of experience with various Government financial and contracting concepts, practices and procedures
- Possess a high degree of initiative requiring minimal supervision
- Advanced skills in Microsoft Word, Excel, PowerPoint, Project, SharePoint and PowerBI
- Ability to quickly learn organizational structure, business strategies and processes
- Industry knowledge of biometrics and identity management is a plus
