    Under the direction of the Community Services Manager, the incumbent will lead the city in the development of a citywide diversity, equity, accessibility, and inclusion (DEAI) program. The incumbent will work cross-functionally to perform highly responsible, complex, professional, administrative, and technical work and may work with community groups, elected officials, city staff, and commissions and/or committees on DEI-related efforts.

    Essential Duties and Responsibilities

    Serve as a subject matter expert on Title VI/VIII, diversity, equity and inclusion, and community outreach; work collaboratively to create tools and resources to support the adoption of practices and behaviors that enable diverse and inclusive city programs and services.

    Develop, implement, and update agreements, action plans, and communications plans to ensure compliance with Title VI/VIII. Through research and analysis, identifies and proposes potential solutions to complex, technical Title VI/VIII related issues and questions that arise within the city or are raised by members of the public.

    Pioneer development of city staff DEI Committee focused on internal employee cultural education, sharing, promotion, and celebration.

    Develops and implements targeted activities to seek public participation and input on Public Works and Community Services projects, programs, and services relative to City's Title VI/VIII Plans.

    Actively leads discussions and serves as a city staff representative to the Federal Way Diversity Commission. Develop, coordinate, and deliver public presentations and community conversations surrounding DEI issues.

    Create programs and tools to identify and eliminate barriers in the city's approach to service with an emphasis on institutional equity; work with departments to examine rules, policies, procedures, processes, practices, and distribution of resources that support an inclusive work environment and an equitable public service environment.

    Identifies Title VI/VIII and DEI training and development opportunities for elected officials.

    Participates in and attends meetings with stakeholders, community-based organizations, and regional partners as appropriate.

    Creates metrics to track and evaluate the city's efforts to increase DEI in its culture and operations.

    Provide periodic written and oral reports to the Mayor, City Council, and management team.

    Maintain regular, reliable, and punctual attendance on-site at City Hall.

    Performs other duties as assigned.

    Education and Experience

    Any combination of education and experience equivalent to a bachelor's degree in a related field and four (4) years of progressively responsible experience in equal opportunity employment, workforce diversity and inclusion, affirmative action plan implementation, Title VI/VIII compliance, or related-work.

    Experience managing public-facing civil rights program compliance is highly desirable as is Title VI/VIII experience in public sector industry.

    Certified Diversity Professional (CDP) or similar DEI certification is highly desirable.

    Knowledge and Abilities

    Knowledge of:
    • Federal civil rights statutes and program requirements specifically Titles VI and VIII of the Civil Rights Act of 1964 and 1968, and related state public accommodation law.
    • Organization, functions, and activities of city departments and positions.
    • General knowledge of principles, methods, and applications of data gathering, analysis, and report preparation techniques.
    • Correct English usage, grammar, spelling, punctuation, and vocabulary.
    • Best practices in providing services to people with Limited English Proficiency (LEP) and those with barriers to access.
    • Federal, state, and local laws, rules and regulations related to assigned activities.
    • Systems-level versus individual-level change, transactional, and transformational change.
    • Cultural competency, equity, and outreach practices to ensure inclusive and broad public participation.
    • Modern office practices, procedures, technology, and equipment and advanced skills in Microsoft Office programs.
    • Interpersonal skills using tact, patience, and courtesy.
    Ability to:
    • Manage programs that focus on creating accessibility for persons with a disability, underrepresented and marginalized communities, and customer complaint processes.
    • Establish and maintain effective working relationships with City staff, elected officials, Diversity Commissioners, consultants, and other governmental agencies.
    • Contribute openly, listen, disagree with respect, understand, and acknowledge the ideas of others, work toward consensus, and solicit cooperation.
    • Work directly with external constituents and receive feedback on accessibility to, understanding of, and accuracy of information translated into diverse formats and languages.
    • Deliver clear outcomes and measure impact.
    • Effectively work independently and within a team environment.
    • Demonstrate oral and written communication skills for positive and effective interaction and the communication of information to intended audiences and individuals of diverse backgrounds.
    • Be influential and persuasive in terms of aligning diversity, equity, and inclusion programs with strategic goals and objectives.
    • Multi-task and set priorities, meet deadlines, and develop action plans.
    • Make decisions with broad guidelines.
    • Speak in pubic sufficiently to train, explain, present, and promote assigned programs.
    • Read, interpret, apply, and explain rules, regulations, policies, and procedures.
    • Establish and maintain records and prepare reports.
    • Conduct research and organize and summarize findings.
    • Maintain confidentiality of information and records as appropriate.
    • Operate personal computer including spreadsheet, word processing, and graphics software.
    • Work variable hours including evenings and weekends as necessary.
    • Physically perform the essential functions of the job.
    • Demonstrated ability to positively and effectively interact with diverse individuals to accomplish a common goal.
    Environmental Conditions/Physical Effort
    Work is performed primarily in an office environment, typically sedentary work, sitting at a desk for long periods of time. Employee may be exposed to noise from basic office equipment operation. Exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. May require travel to and from meetings at various locations; work variable hours which may include nights, weekends, and holidays.
