    SUMMARY:


    The Federal Bureau of Investigation's (FBI) Human Resources Division's (HRD) Retirement Unit (RU) hosts live and virtual retirement seminars for eligible FBI employees.

    The live and virtual retirement seminars will be presented to all employees and/or employees that are eligible or within approximately 10 years of retirement eligibility.

    Each year, over 1,000 employees are invited to attend a live retirement seminar. Seminar attendance can range from 300 to 450 attendees, but averages around 75 to 150 attendees. In some cases, spouses will be invited and attend the live seminar.

    For employees that are not located at a site with a live seminar, the RU coordinates the taping of a virtual retirement conference.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:


    To perform this job successfully, the candidate must be able to conduct Retirement Seminars in both a classroom setting at a scheduled FBI Location, and virtually; filmed for viewing by those people unable to attend a scheduled classroom seminar.


    Classroom Seminars:


    Seminars, held live in a classroom setting, shall be presented in a lecture format and shall allow time for a question-and-answer period.

    Live seminars shall include two short breaks and a lunch break, each day.

    Materials for live conferences may be printed and/or posted to the Retirement Unit (RU) website and made available to all FBI employees.

    Classroom seminar sessions are expected to last two (2) days. The FBI anticipates conducting six (6) classroom seminars, annually. The maximum number of attendees for a classroom session will be no more than 450 attendees.

    Virtual Seminars:


    Virtual Seminars shall be prepared and filmed on a scheduled date FBI Academy in Quantico, VA or at FBI HQ, Washington D.C.

    Virtual seminars will utilize the same information provided in a live setting; however, the virtual seminar will be presented in approximately one (1) hour segments; for ease in employee viewing.

    Virtual seminars will be updated, as needed, to ensure viewers receive the most current and accurate information; however, the virtual seminar shall not be updated more than once, annually.

    There shall be no limitations on the number nor the times of viewings.

    All employees will have complete access to the Virtual Retirement Seminars as well as to course materials made available, electronically, for downloading.

    The electronic copy of materials used in the production and last release of the virtual seminar shall remain available for employees for the life of the virtual seminar; possibly exceeding the end date of the BPA.

    The electronic materials will be removed once the Virtual Retirement Seminar is updated or newly purchased.

    The Classroom Seminar and the virtual seminar shall follow the outline/agenda of the curriculum, prepared by the contractor, based on the proposed Project Plan.

    The seminars shall include, but are not limited to, the following core topics:

    Federal Employees Retirement System (FERS): Including coverage for law enforcement officers and TransFERS employees
    Thrift Savings Plan and/or Financial planning
    Social Security and Medicare
    Federal health and life insurance benefits
    Long term care insurance

    Seminar materials shall be updated, as necessary, yearly and approved by the Technical Point of Contact prior to the first conference held for that year.

    Requirements


    QUALIFICATIONS:
    The requirements identified below are representative of the knowledge, skills and/or abilities required to satisfactorily meet the expectations of this job:
    Minimum of ten (10) years of experience in providing/presenting federal FERS retirement assistance and counseling.
    Minimum of five (5) years providing instruction/counseling on financial planning.
    Experience in providing instruction/counseling to those under the special retirement provisions for law enforcement officers.
    Demonstrated knowledge in the application of FERS laws and an understanding of the tax implication to FERS benefits.
    Contribute to stand-up meetings by creating presentations that aid in conveying project progress, goals, and challenges effectively.

    Engage in discussions with leadership and support teams to refine project objectives and identify obstacles, integrating visual elements to facilitate understanding.

    Apply creative problem-solving techniques and process improvement methodologies to design visually impactful presentations that effectively communicate complex concepts.

    Analyze project requirements, user stories, and business rules to design presentations that illustrate project scope, system specifications, and workflow processes.

    Foster collaborative relationships by effectively communicating and building rapport with technical and non-technical team members, while ensuring clarity and understanding through visuals.


    LANGUAGE SKILLS:
    Must be able to speak, read, write, and understand English.

    Ability to read, comprehend and explain instructions, letters, memos, emails, and correspondence from inside the organization as well as from external sources.

    Ability to effectively respond, comunicate and present information to senior management, contracting officials, clients, and other employees in the organization.


    REASONING ABILITY:


    Ability to organize work, define and solve problems, establish, and manage priorities, collect data, establish facts, and draw valid conclusions based on facts.

    Project Manager participates in prioritization of work and decision-making on allocation of resources. The incumbent must be able to analyze a situation analytically, evaluate the facts/data and formulate a plan of action.
