    Wright-Hennepin Cooperative Electric Association is a member-owned, not-for-profit electric utility that provides power to rural Wright County and western Hennepin County. The cooperative has been a corporate citizen to the area since 1937 and currently serves more than 59,000 electric accounts.

    The Design Engineer-Supervisor is responsible for designing line and substation projects, equipment and material procurement, system protection, distributed generation, assisting with planning and other engineering projects for Wright-Hennepin Cooperative Electric Association's (WH's) electrical distribution system.

    This position will also supervise a team of six, made up of Field Staking Engineers, Work Order Specialists, and Work Order Accountant.

    Responsibilities:

    30% - Engineering and Design

    • Develop and oversee designs in all areas of utility construction activities including distributed generation interconnection, substations, line construction (URD and OHD), new services, and construction work plan projects.
    • Design and maintain plans and specifications per WH, as well as Rural Utilities Services (RUS) and National Electrical Safety Code (NESC) guidelines.
    • Maintain and develop WH Construction Specifications and Service Installation Guidelines, ensuring all department employees and customers are up to date.
    • Select proper sizing and configuration of protection equipment based on engineering guidelines, standards and specifications. Assist in the development of Construction Work Plans, Sectionalizing Studies and Arc Flash Studies.
    • Ensure proper right-of-way (ROW) and easements are in place to install distribution facilities. Maintain Local Governmental ROW permitting compliancy. Work with staking engineers and Geographic Information System (GIS) personnel on maintaining all ROWs.
    • Facilitate easement recording process, both internally and externally.
    • Coordinate WH joint trench designs and projects with other joint trench utilities during the pre-construction stage and communicate plans and information to WH construction foremen and engineers for carrying through work order process. Assist with joint trench billing follow-up questions, as necessary.
    • Ensure work order inspections meet RUS guidelines.
    • Oversee WH's joint use pole attachment process and billing. Arrange field inspections to identify and correct NESC deficiencies for any facilities attached to the Cooperative's plant and verify billing accounts.
    • Arrange and assist in the collection of field data concerning line loading, voltage levels, loading of equipment, etc.
    • Assist in the communication of service territory and boundary concerns.
    • Coordinate bid packages and specifications designed for contractor installation, including materials and substation packages. Assist Engineering Director with evaluating bids.
    • Ensure construction and retirement projects are accurately recorded in the Geographic Information System (GIS) and maintain an auditing process to ensure accuracy.
    10% Construction Work Plan / Budget / Procurement
    • Assist in submitting a proposed annual construction and equipment budget.
    • Maintain work plan items to meet the WH budget, service, and reliability goals.
    • Schedule procurement, develop purchase orders, and schedule deliveries. Oversee procurement ordering process and develop necessary coding for tracking of new materials.
    • Attend and participate in pre-construction and government decision-making meetings that may impact WH budgets and long range construction schedules.
    • Monitor present load growth and develop future load forecasts. Work with engineering director on scheduling construction and tracking of projects.
    • Assist with the development and maintenance of WH Long-Range Planning Studies.
    • Assist WH with land acquisitions for substations and other needs.
    • Pro-actively monitor local development activities in the planning and pre-development meeting stages on a system-wide basis.
    • Assist in the completion of RUS required Construction Work Plans and Long-Range Plans.
    25% Standards and Materials
    • Ensure that construction practices conform to present NESC, RUS Specification Drawings and RUS-approved Lists of Materials.
    • Maintain up-to-date construction standard drawings and computerized material assembly listings.
    • Establish material specifications and standards. Supervise material purchase orders for approval.
    • Meet with vendors and be familiar with product application and new product information.
    • Arrange training for line crews on new products, materials, and procedures.
    20% Substation Design/ Project Management
    • Maintain substation construction timelines.
    • Oversee RUS required permitting, including design and environmental permitting.
    • Assist in overseeing site preparation and grading of all new substations.
    • Assist with the design and project management of all new substations and substation upgrades.
    • Specify and approve all substation equipment.
    • Complete and maintain all as-built drawings for sites and equipment.
    • Assist in developing a maintenance program for all WH substation equipment.
    15% Team Leadership
    • Recruit, interview, hire, and train staff. Ensure team is productive and well-trained for assigned duties.
    • Oversee the daily workflow of the department.
    • Provide constructive and timely performance evaluations and provide regular coaching and feedback to employees.
    • Handle employee-related manners in accordance with company policy and best practices.
    • Maintain up-to-date position descriptions.
    Requirements

    Education and Experience
    • Bachelor's degree in Electrical Engineering
    • 3+ years of electrical utility experience
    • Leadership training or direct supervision experience
    Licenses/Certificates
    • Professional Engineer (PE) certification preferred, but not required. Must be able to obtain PE within two years of hire.
