    The Assistant Director for Environmental Health oversees all activities of the Environmental Health Division and serves as an advisor and internal consultant to staff and the public on environmental health matters.

    The incumbent works with a high degree of independence and requires professional, scientific knowledge of environmental health and administrative and management skills.

    Generally, the hiring range is $112,19-$140,243. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Supervises, trains, and evaluates subordinate managers and staff.
    • Oversees the assessment of current community needs, anticipates future community requirements, and assures that the environmental health program meets current and anticipated community requirements.
    • Oversees the design and development of new environmental health programs which include ordinances, policies and procedures, staffing, education, and outreach.
    • Acts as an internal consultant and advisor to staff for environmental health and management issues.
    • Assists in the preparation of the annual budget and monitors expenditures and revenues.
    • Negotiates grant applications, fees, ordinances, and contracts.
    • Keeps abreast of legislative and technical changes in the environmental health field and recommends and implements changes in the program, as appropriate.
    • Coordinates environmental health division activities with other County, State and Federal agencies; advises and confers with State and local officials concerning environmental health methods, procedures, and problems.
    • Reviews complex cases against violators which require court action and testifies as an expert witness in court proceedings.
    • May oversee the establishment and maintenance of computerized recordkeeping and tracking systems.
    • Assures that staff keep current in the field of environmental health by overseeing the in-service training program.
    • Prepares correspondence and reports.
    • Attends and/or conducts administrative hearings, meetings, and conferences.
    • Perform related duties as assigned.
    • Plans, organizes, evaluates, and directs the operations of the Environmental Health Program for the Douglas County Health Department .
    • Reviews and evaluates statistical data, narrative reports, surveys, and other qualitative reports to determine the progress and effectiveness of environmental health programs.
    • Consults with and advises officials of county planning and zoning boards, inter-county regional planning boards, municipalities, county commissioners, and special districts, etc., on the environmental health aspects of community planning.
    • Works with and serves in an advisory capacity to various official agencies, voluntary agencies, service organizations, local officials, lay groups, etc., to develop an understanding and need of environmental health services and to foster and promote development of such services geared to the needs of the people.
    • Oversees public relations and education activities in the promotion of public support for the environmental health program.

    OTHER DUTIES:

    EMERGENCY PREPAREDNESS AND RESPONSE DUTIES

    • Employee responds, as required, to support public health emergencies, incidents, and events.
    • Employee participates in all exercises and drills on emergency preparedness, as required.
    • Completes trainings identified as appropriate.
    Performs other duties as assigned.


    SUPERVISION RECEIVED:
    General Supervision is provided by the Public Health Executive Director.


    SUPERVISORY RESPONSIBILITIES:
    Exercises direct administrative supervision over professional, technical, and clerical staff in the Environmental Health Division.


    MINIMUM QUALIFICATIONS:

    EDUCATION and/or EXPERIENCE:

    • Bachelor of Science degree from an accredited college or university is required.
    • A Master of Public Health or Master of Science degree from an accredited college or university in Environmental Health, Public Administration or related health field is preferred.
    • 7 years of progressively responsible experience in the environmental health field including three years' experience as a supervisor or manager.
    • A combination of education and experience may be considered.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge:

    • Thorough knowledge of the State laws, regulations and programs relating to environmental health.
    • Thorough knowledge of the principles and practices of environmental health protection and education.
    • Working knowledge of principles and practices of organization and management.
    • Working knowledge of principles and practices of supervision and training.
    • Working knowledge of the issues facing environmental health professionals including hazardous materials handling and wastewater management.
    • Some knowledge of budget preparation and administration.
    • Some knowledge of the application of data processing to environmental health operations.

    Skills:

    • Plan, organize, direct, and coordinate a comprehensive environmental health program.
    • Select, train, and evaluate subordinate supervisory and support staff.
    • Prepare and present clear concise oral and written reports.
    • Act as a consultant and advisor for environmental health matters.
    • Interpret, analyze, explain, and apply laws, rules, regulations, and ordinances.
    • Evaluate programs, policies, and practices, define problems, and recommend solutions.

    Abilities:

    • Establish and maintain an effective working relationship with governmental officials, civic leaders, health professionals and the public.
    • Ability to effectively communicate in both oral and written form.
    • Ability to be heard and understood, and to communicate effectively.

    CERTIFICATES, LICENSES, REGISTRATIONS:

    • Must possess a valid Colorado Driver's License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
    • Registration as a professional Environmental Health Specialist by the National Environmental Health Association (NEHA) preferred.
    • This position requires successful completion of a criminal background check including fingerprinting through a national database.

    WORK ENVIRONMENT:

    Physical Work Environment:
    Work is primarily conducted indoors with occasional time spent in an outside environment. Incumbent experiences frequent exposures to disease and other health hazardous situations. Incumbent is regularly on-call for work related situations.


    This position requires the incumbent to remain available via mobile cellular device/email access during and after normally scheduled business hours.


    Physical Demands:

    • Requires sufficient hearing and speech ability to communicate verbally in response to inquiries, complaints, and to speak to groups of people or the media in an informational or training situation.
    • Requires ability to lift and carry objects occasionally up to 15 pounds.
    • Requires manual dexterity to operate computer equipment and test equipment.
    • Requires correctable vision to observe inspection activities and conduct investigations of environmental health situations.
    • Requires ability to occasionally drive an automobile in all types of weather conditions.
    • Requires the ability to sit and perform administrative and computer work for significant periods of time.

    Equipment Directly Used:
    Computer, iPad or similar device, smartphone, standard office equipment such as desk phone, copy machine, etc. May use audio/visual equipment for presentations. May drive a county vehicle.

    In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions.

    This may mean being available to perform additional duties and hours beyond what is normally required.

    In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
