    This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

    SUMMARY
    :


    Perform analysis, identify issues, prepare financial plans, and make recommendations on cost savings and new investments for MTA HQ's operating budget.

    Monitor financial and operational results to identify potential deviations from plan.

    This position serves as the primary contact with HQ departmental staff and is often called upon to provide guidance or take a lead on projects.


    RESPONSIBILITIES
    :

    Prepare comprehensive HQ budgets and financial plans proposals for inclusion in Board submissions while meeting identified targets

    Produce timely written reports analyzing and explaining monthly variances of Agency operating results (both accrual and cash) for revenues and expenses.

    Work with HQ departments to prepare narratives and analysis that support each financial plan or budget update.
    Review of actual financial and operating results versus the prior year's budget and/or forecast.
    Develop operating revenue projections with departmental staff and coordinate inclusion in the financial plan for HQ or the Agencies
    Perform special projects and participate as needed on MTA-wide issues that require budgetary or financial expertise.
    Identify, quantify, and explain significant financial risks and opportunities.
    Assist in managing the gathering, synthesizing and/or abridging of information requested by supervisors.
    Other duties as assigned.

    Must have knowledge of generally accepted accounting principles.
    Must have knowledge of budgeting and financial forecasting techniques.

    Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook

    EDUCATION AND EXPERIENCE
    :


    REQUIRED
    Bachelor's degree in Business, Transportation, Public Policy, or a related field. An equivalent combination of education and experience may be considered in lieu of a degree.
    Minimum 5 years related experience in addition to a degree.

    PREFERRED
    Master's degree in a related field can substitute for up to two years of experience.
    At least 3 years in a project or budget management role.
    Demonstrated administrative proficiency in PeopleSoft and Hyperion financial planning or similar budgeting application.
    Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
    Familiarity with the MTA's policies and procedures.
    Familiarity with the MTA's operations.
    Familiarity with the MTA's collective bargaining procedures.
