    Summary About the Position:
    These positions will be filled within the Audit Support Office.

    You will provide professional accounting services in assigned area and to other financial managers regarding the accounting function and the application of accounting principles, policies, and procedures.

    This is a developmental position at the GS-07 through GS-11 grade level. Selection can be made at any level. Responsibilities Review and analyze programs and procedures related to accounting transactions. Examine, certify, and audit vouchers submitted for payment, while assessing compliance with applicable laws, regulations, policies and procedures.

    Establish and maintain internal controls systems with special emphasis on the operational areas identified for a high risk of fraud, waste and abuse.

    Evaluate general ledger account balances. Analyze subsidiary ledgers for accuracy and integrity of data. Perform research to reconcile abnormal account balances. Conduct internal audits and test audits to verify the validity and accuracy of accounting records and reports. Assist in monitoring accounting operations compliance with established internal controls.

    Basic Requirements:
    A


    Degree:

    Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

    The 24 hours may include up to 6 hours of credit in business law OR B.


    Combination of Education and Experience:

    Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

    The applicant's background must also include one of the following:
    (1)

    Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

    This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    In addition to meeting the Basic Requirement above, to qualify for this position you must also meet the qualification requirements listed below for GS-07, GS-09, and GS-11.

    GS-07:

    Specialized Experience at the GS-5 level: One year of specialized experience which includes ensuring the accuracy of accounting transactions; and/or analyzing incoming source documents.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).


    OR Education:

    One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or related field of study.

    OR Superior Academic Achievement.

    In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.


    Superior Academic Achievement is based on:
    (1) Class Standing
    • Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.
    P.A.)
    • Applicants must have a grade point average of either (a) 3.
    0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies ). OR


    Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

    GS-09: Specialized Experience at the GS-7 level: One year of specialized experience which include analyzing incoming source documents; identifying the source of discrepancies; and/or examining documents, records and accounting reports to ensure compliance with generally accepted accounting policies, new operating procedures, and revised regulations.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).


    OR Education:

    Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or related field of study.

    OR


    Combination of Education and Experience:
    Same as described in GS-07 level. See above.

    Education GS-11: Specialized Experience at the GS-9 level: One year of specialized experience which includes ensuring the accuracy of accounting transactions; determining corrective action necessary to resolve operational problem conditions; analyzing incoming source documents, identifying the source of discrepancies; prescribing corrective action for discrepancies; examining a variety of documents, records and accounting reports to ensure compliance with generally accepted accounting policies, new operating procedures, and revised regulations.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
