- The Project Engineer is tasked with overseeing the planning, coordination, and implementation of project front-end loading and design engineering. This includes activities such as option selection, scope development, change control, cost estimation, cost control, and the development and adherence to project schedules for all assigned projects. Additionally, the Project Engineer is accountable for offering technical assistance during the construction and commissioning/startup phases to guarantee accurate installation.
- Develop and uphold all project-related documentation, encompassing Project Study Basis, Project Study Report, Project Design Basis, and Authorization for Expenditure. This includes supporting documents like Process Specifications, project cost estimates, project economics and justifications, Project Execution Plan, Project Schedule, project design documents, Management of Change, project startup audits, cost commitments versus approved funding, and project closeout activities.
- Execute detailed designs and oversee material purchases for assigned projects, involving the creation of plot plans, layouts, 3D models, equipment specifications, discipline engineering packages, and ensuring quality control. Collaborate with Procurement on source selection, requirements, bid evaluation, and expediting, as necessary.
- Provide coordination and support for project execution to Process Engineering, Operations, Construction, and other relevant groups in their respective project responsibilities, such as P&ID development, safety reviews, construction packages, and various reviews and input.
- Monitor and report on cost, cash flow forecasting, schedule performance, change order management, scope management and control, contract project engineering work management, and material quality checks.
- Define project objectives and related performance standards, covering aspects like project cost, schedule, quality, mechanical performance, safety of design and constructability, environmental performance, customer satisfaction, and legal/regulatory compliance.
- Assemble the appropriate team to successfully implement the project and achieve defined objectives.
- Offer engineering assistance for corporate/refinery standard engineering specifications, including handling variance requests and approvals. Monitor variance frequency and revise standard engineering specifications as needed.
- Bachelors degree in Chemical, Mechanical, Civil Engineering or related field with a minimum of 8 years of job related experience.
- Proficient with Microsoft Word, Excel, and PowerPoint.
- Strong analytical and problem-solving skills.
