    The Senior Program Anslyst will provide support to the Department of Health and Human Services (DHHS) Administration for Strategic Preparedness and Response (ASPR), Professional Technical and Medical Staffing Support Services to provide logistics, management, analytic and procurement staffing support services to HHS-Coordination Operations and Response Element (H-CORE) Support Services.

    The Senior Program Analyst will have experience working with Senior Leadership and Federal/Civilian Agencies and or Military Services. Contract Place of Performance is customer site in Washington D.C. The position will report to the Public Health Division Manager.


    Primary Responsibilities:
    Coordinate with the HCORE/SPD operations leadership.
    Facilitate the management, oversight, and coordination of federal COVID and, as appropriate, other public health response.

    Support coordination efforts to maintain the skills and abilities to effectively collaborate with Interagency, Intergovernmental, Public Sector, Private Non-Profit, and Private For-Profit partners and organizations.

    Coordinate the monitoring, tracking, and situational awareness related operations for federally purchased medical countermeasures and other public health responses, as applicable, and review operations data to identify anomalies and work with partners to correct data.

    Collaborate with cross
    • H-CORE, ASPR, and HHS teams to produce and analyze briefing products and data to help stakeholders and leadership understand the logistics and operations processes and status, provide feedback and updates, and support decision making.

    Support planning exercises and coordinate with the plans section responsible for planning all aspects of the United States Government pandemic preparedness and response to include vaccine, therapeutics, diagnostics, and other medical countermeasure development, manufacturing, distribution, storage, administration, treatment protocols, and all associated actions.

    Facilitate coordination across Services, Interagency, Non-governmental Organizations and US Industrial Base Partners.

    Advise on responses to requests for information (RFIs) from Regional Teams, external affairs, and others about the logistics and operations processes.

    Attend ASPR staff, administration, and management meetings and conduct briefings as directed.
    Support the aggregation of multiple data points and collate information into succinct White House-level products for senior leaders.
    Assist in developing briefing products as required by leadership.


    QualificationsBasic Qualifications:
    Prior Government Service experience with Federal, DoD and/or Civilian Agencies' Public Health markets

    Required Skills:


    Must hold active Public Trust clearance or aboveBachelor's degree with at least 5-7 years of relevant experience in related Operations and Logistics fields.

    Experience planning and running exercises and simulations at the agency, state, or federal level. Experience should include familiarity with Joint, Interagency, Non-governmental and US Industrial Base partners operations.
    Experience leading interagency/intergovernmental coordination during military combat/contingency operations and/or incident response operations.
    Extensive experience facilitating collaboration across joint, interagency, and intergovernmental organizations.
    Experience briefing senior leadership on a Common Operating Picture, highlighting operational and strategic impacts.

    Demonstrated experience in successfully leading a technically diverse organization encompassing development and execution of policies, processes, planning, resource allocation, budgeting, and application of business systems, organizational structure, and operations.

    Demonstrated experience in project and/or program management including guiding and tracking multiple lines of effort, cost, schedule, performance, risk analysis, and advice.

    Strong proficiency in Word, Outlook as well as Adobe Acrobat Pro, with advanced skills in Excel and PowerPoint.
    Working knowledge of remote/virtual meeting environments such as Zoom and Microsoft Teams.

    Strong organizational and communication skills (e.g., time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail).Demonstrated ability to integrate multiple functions in solving complex problems and provide senior level guidance to all levels of a large technically diverse organization.

    The contractor may possess a graduate certificate as a project management professional (PMP).
