    Human Resource Consultant 4Were seeking a senior consultant in DSHS operations to join the Office of the Secretary (OOS) Human Resource Division Operational Solutions (HROS) team in the new role of HR Operational Training Lead.

    In this role, you are responsible for providing high-quality HR services through value-added and innovative initiatives that trains newly hired HROS staff to competently perform their job classification.

    This is an opportunity to work with a diverse group of people and positively impacts WA state's largest agency. You will enjoy this role if you are detail oriented and skilled at developing training curriculum. You will need to be comfortable when presenting and engaging with others and knowledgeable of HROS responsibilities and expectations.

    You will have the ability to work as a part of a larger team and provide support to colleagues and teammates.

    This role will utilize a hybrid structure of telework from any location within WA state.

    Some of what you will do Lead the design, implementation, and on-going support of the HROS job classification training academy program for newly hired HROS staff, as well as recently promoted HROS staffDesign, create, and update lesson plans, student handbooks, assessments, handouts, trainer guides and other necessary materials for the job classification training academy programProvide training on HROS topics that include new employee orientation, personnel and payroll actions, benefits, bid and internal transfer processes, protected leave administration, offboarding procedures and onboarding procedures, and processes and laws, such as RCWs, WACs, CBA, and DSHS Administrative Policy.

    Provide training individually and in group settings, through multiple modalities which include coaching, mentoring, consultation, Instructor Led Training, Virtual Instructor Led Training, workshops, presentations, facilitation, and blended learning approachesInterpret and apply DSHS policies and guidelines in critical situations and areas to mitigate risk to DSHSServe as an HR professional with direct responsibility to independently consult with and provide expert-level advice to management on a wide variety of sensitive, complex, and critical HR issuesGuide projects designed to support the statewide HROS OfficeServe as a back-up to HR Operations ManagersWho should apply Professionals with a bachelors* degree with focus on business, human resources, social or organizational behavioral sciences, or related fieldAnd, 3 years of broad-based professional human resource experience, including facilitating organizational development or change, and advising and consulting on human resource issuesAnd, a firm understanding and working knowledge of what each Administration does for DSHS*Equivalent combination of education and experience will be considered as substitution.


    Preferred knowledge, skills, and abilitiesCritical Thinking:
    Ability to critically analyze problems and data to develop viable solutions

    Time Management:
    Demonstrated capability to prioritize and successfully manage multiple tasks simultaneously

    Communication Skills:
    Proficient in effectively communicating complex concepts, both verbally and in writing, in a conversation-style or manner that is understandable, persuasive, and appropriate for the audience, fostering effective working relationships

    Training Development:
    Experience in developing and delivering HR-related training, including presentation preparation

    Representation Skills:
    Ability to effectively represent DSHS and HRD in grievance and pre-disciplinary hearings, Arbitrations, and Personnel Resource Board hearings

    Technical Writing:
    Proficiency in the production of well-written, complex pre-disciplinary and disciplinary letters, other correspondence, narrative and statistical reports, and other presentations within a short timeframe

    Research Skills:
    Capable of directing and performing accurate compilation of complicated exhibits, legal discovery, employee investigations, and disclosure of public records within established timeframes

    Interpersonal Skills:
