    Description of Work

    The Network Analyst I is an integral position within the State Highway Patrol - Technical Services Unit (TSU) and is responsible for maintaining network design, health, management, connectivity and services for the VIPER radio communications network. This network is a mission critical public safety asset that requires 24/7 availability and reliability. The assigned work location is Catawba County, NC.

    Job duties/responsibilities include but are not limited to, the following:
    • Configuring hardware and software, programming switches, routers, radios, multiplexers, demultiplexers and GPS receivers.
    • Installing, repairing, advanced troubleshooting and maintaining of network communication systems. This includes, but is not limited to installing power surge protection, electrical wiring, backup generator and UPS equipment, evaluating safety concerns, FAA tower lighting systems, evaluating antenna performance and signal loss.
    • Demonstrating knowledge of microwave data circuits, microwave RF links, microwave path loss, UHF and VHF propagation characteristics, transmission lines, complex antenna systems, standalone VHF and UHF repeaters, multiplexers, demultiplexers, switches and routers that provide mission critical network connections, trunked and conventional two-way radio base stations. Network communication systems include all computing and communication devices, multi-vendor equipment and communications software.
    • Assessing communication network system and software needs, evaluating equipment for compatibility with existing network resources, assisting with network design, and resolving network and communications operation problems.
    • Consulting with and resolving communication issues that arise with other agencies on the VIPER system.
    • Analyzing software and hardware options to assure functionality, reliability, compatibility and manufacturer credibility for the VIPER network.
    • Serving as a trainer for all new Network Technician hires through the six-month training process which involves hands-on training of all VIPER hardware and software. After the six-month training process, the employee will serve as a mentor for the trainee.
    • Providing leadership through supervision of work tasks during field installations.
    • Providing advanced, second level troubleshooting support for all network issues.
    This is a full-time position (40 hours per week) with State Benefits. This position works a rotating shift schedule and may be required to work weekends and nights.

    The salary grade for this position is DT07. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

    The mission of the North Carolina State Highway Patrol (NCSHP) is to safeguard and preserve the lives and property of the people in North Carolina. The VIPER network carries data and voice communications across the state for the operational needs of many county and local government public safety entities as well as the following agencies: State Highway Patrol (SHP), Alcohol Law Enforcement (ALE), Immigration and Customs Enforcement (ICE), Emergency Management (EM), State Bureau of Investigation (SBI) and Federal Bureau of Investigation (FBI), in addition to county law enforcement, fire and emergency medical services. The VIPER network now has over 170,000 end users that depend on it for public safety radio communications. Based on end users, it is the largest trunked radio system in the world.

    Bachelor's degree in computer science or an IT related field from an appropriately accredited institution; or
