- Assesses and evaluates pharmacy programs assigned to ensure proper coordination between the delivery of pharmacy services and the overall delivery of health care. The incumbent accepts substantial and continual responsibility and accountability for overseeing and evaluating pharmacy programs and for the implementation, coordination, monitoring, and evaluation of pharmacy services in the area of responsibility to meet VHA, VISN, facility, and professional best practice standards.
- Participates in short-range and long-range program planning and model development for effective delivery of inpatient and long-term care operational pharmacy services.
- Defines and establishes effective process monitors, outcome metrics, and quality controls to maintain the integrity of medication management systems under the incumbent's supervision. Takes appropriate action for metrics not being met and promotes a culture of continuous improvement.
- Participates in and leads performance improvement and systems redesign activities to improve the availability and quality of pharmacy services under the incumbent's supervision.
- Plans and maintains staffing patterns that promote use of all levels of Service personnel to achieve the Service's mission and goals. Is able to realign resources to meet goals and priorities.
- Ensures pharmacy programs under supervision are compliant with Federal, VHA, ASHP, DEA, FDA, TJC (as applicable) and with local facility and department policies and procedures. Assists in the preparation of documents needed for accreditation, reviews, and audits as requested and in a timely manner.
- Interfaces with physicians and other members of the healthcare team to optimize safe, rational, and cost-effective medication therapy.
- Participates in the decision-making process by representing Pharmacy Service on local, VISN, and/or national committees or work groups as assigned.
- Approves or disapproved leave requests, formulates work schedules, performs timekeeping functions and ensures appropriate staffing for the work of the section.
- Recruits, develops and retains a diverse high-quality workforce to include the hiring of qualified minorities, women, and disabled candidates. Supports the EEO program and Special Emphasis events and encourages employees to attend and participate in EEO/diversity activities as well. Demonstrates a good faith effort to informally resolve disputes and/or EEO complaints at the earliest stage possible encouraging the use of the mediation process as appropriate. Assures the workplace does not permit discriminatory practices, sexual harassment, or a hostile environment. Ensures that all employees complete all mandatory EEO training.
- Organizes and participates in the training and in-servicing of pharmacy and other service personnel as requested.
- Participates in the planning, design, and approval of research protocols and/or projects at the facility, VISN, or national level. When appropriate, directs subordinates in pharmaceutical, outcomes, or biomedical research and development projects.

Summary
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Associate Service Chief plans and coordinates pharmacy operational programs for the VA North Texas Healthcare System Pharmacy Service. Provides leadership, direction, organization, planning and implementation of pharmacy programs within the inpatient and long-term care settings of the department. Supervises the Pharmacy Supervisors and Program Managers of all assigned sections in the healthcare system to include (Inpatient, USP Compounding/Hazardous Drugs Compliance and Research). Areas of emphasis include patient care, patient safety and performance improvement, formulary management, budgetary control, and regulatory compliance. The framework for all leadership and management activities shall be the improvement of veteran care, the treatment of our veteran patients, and the enhancement of a quality and team-based work environment for our pharmacy sections. The incumbent has independent administrative and supervisor responsibilities for pharmacists, pharmacy technicians and other support team members.
