    Position Summary Information

    Position Purpose

    The home campus for this position is Lock HavenReporting directly to the Executive Director of Student Conduct, the Associate Director of Student Conduct's responsibilities include enforcement, administration, oversight, assessment, and the continued administration and development of the university's conduct system which includes the Student Code of Conduct at all three Commonwealth University Locations (Bloomsburg, Lock Haven, and Mansfield) but whose home campus will be Lock Haven. While the home campus and primary responsibility will be Lock Haven, the Associate Director may be asked occasionally to travel to Bloomsburg and Mansfield based on the needs of the institution. The Associate Director is tasked with coordinating student conduct cases, which entails assigning conduct cases to professional staff and others, assuring compliance, and consulting with University Legal Counsel, as needed. The Associate Director serves as a chairperson for university formal hearings and contributes to the recruitment, training, and supervision of investigators and university formal hearing conduct board chairpersons and members which include faculty, staff, and students.

    The Associate Director will conduct investigations regarding potential violations of the Student Code of Conduct, including meeting with students who have allegedly violated the Student Code of Conduct to ascertain their level of involvement, adjudicate cases, and assign educational and developmental sanctions as appropriate, and develop and present presentations and workshops as needed. In addition to conduct-related duties, theAssociate Director is responsible for technology and assessment and coordinates the participation of outreach, community service projects, and educational initiatives sponsored by the Conduct Office.

    The Associate Director serves in the absence of the Executive Director in judicial, administrative, and crisis response matters.

    Description of Duties

    University Conduct System:
    Student Code of Conduct:
    • Receives and coordinates the response to all reports of on and off campus incidents, including student contact reports from Residence Life and other offices, University and Town Police Reports, and reports from students, faculty, staff, out-of-town law enforcement, and other sources. Coordinating cases includes reviewing and assigning to appropriate staff, conducting follow-up, overseeing compliance, and monitoring sanction completion.
    • Monitor and assess student conduct statistics, provide information and reporting, student organization and FSL conduct updates and reports, contribute to university anti-hazing efforts including anti-hazing report, statistics for annual security report, and others.
    • Monitor and ensure technology appropriate for gathering and maintaining data for reports and office functions in student conduct and other areas of the conduct office.
    • Interface with university offices, outside agencies, and town police departments when appropriate.
    • Investigate conduct cases, which includes interviewing witnesses, gathering other information, and writing summary reports.
    • Serve as a hearing officer for informal hearings and administer all necessary follow up paperwork/documentation.
    • Serve as chair for formal and informal hearing boards for student code of conduct violations.
    • Monitor sanction compliance.
    • Respond to inquiries related to interpretation of university Student Code of Conduct. Monitor code and office procedures/protocols and provide recommendations for updates.
    • Consult with academic affairs personnel when necessary regarding academic integrity violations.
    • Coordinate and manage the student conduct database (Maxient) and create reports and necessary data retrieval when requested.
    • Assess student needs and make appropriate referrals for added services and resources (e.g. CARE Team, Title IX, AOD, etc.)
    • Assure compliance with relevant laws including the Clery Act, Drug Free Schools and Communities Act, and the Tim Piazza Hazing Law.
    Residence Life:
    • Consult with residence life staff as to the status of adjudication of the Student Code of Conduct within the university's residence hall and apartment residential facilities. Train residence life staff regarding Code of Conduct implementation within the residence halls.
    Programmatic Efforts:
    • Develop educational basedsanctions to meet compliance.
    • Assist in the supervision of work-study students.
    • Supervise graduate students and interns.
    • Assist in the writing and implementing of the departmental evaluation/assessment plan. Develop and implement outcomes assessment including an evaluation process used annually to assess the effectiveness of the campus conduct system.
    Leadership Responsibilities
    • Serve in the absence of the Executive Director.
    • Develop and coordinate proactive prevention program related to conduct issues and make presentations to campus constituencies on topics related to student rights and responsibilities and prevention.
    • Serves on various campus-wide committees as needed.
    • Participate in staff development opportunities.
    • Perform all other assigned duties
    Decision Making
    • Final decisions in informal hearings and recommendations in formal hearings will be made on a daily basis related to conduct issues/cases with the outcome possibly affecting a student's future at the University (e.g. loss of campus housing and/or separation from the University via suspension or expulsion). This includes the type of discipline/sanction to be administered and student follow-up to ensure compliance with sanctions.
    • Decisions are made routinely that reduce university legal liability and mitigate institutional risk.
    • Serves in a crisis management role as appropriate to assist in responding to institutional and student emergencies including situations such as suicide attempts, sexual assaults, and larger scale crises, such as floods, active shooters, and other scenarios.
    Fiscal Responsibility
    • This position does not have ongoing/regular budgetary or fiscal responsibility, but will be responsible for submitting travel costs for reimbursement, and may assist in collecting invoices for service and preparing them for payment. This position is also responsible for managing the fines and fees process for educational outcomes assigned through the conduct process.
    Supervisory Responsibility
    • The Associate Director of Student Conduct oversees the hiring, training, and supervision of any work-study students when applicable; supervises graduate assistants and interns when applicable; and serves in the absence of the Executive Director of Student Conduct. Additionally, this position has a leadership role with assistant deans and other office staff.
    Minimum Requirements Profile
    • Master's Degree in Higher Education, Counseling, Education or related field.
    • 3 years of experience working in higher education.
    • Sound understanding of student development. Demonstrated background in student conduct.
    • Experience in workshop development and presentation.
    • Experience with student discipline and due process, including familiarity with legal and higher education requirements related to student conduct.
    • Experience working with diverse populations.
    Preferred Qualifications
    • Experience as user and administrator with Maxient or equivalent student conduct data management tools
    • Demonstrated ability to liaise with, assign, monitor, and supervise residential life conduct matters
    • Familiarity with managing conduct records per all applicable policies and ability to appropriately respond to subpoenas and other requests

    • Ability to be fair and consistent and convey the educational objective of the disciplinary process.
