    Description
    Duties * Develop and execute manpower plans, programs, and policies, contingency/mobilization planning/readiness and/or natural disaster activities.

    * Identify and develop ways to resolve problems or cope with issues, which directly affect the accomplishment of the command's worldwide mission.

    * Assist with the overall preparation/management of Manpower Requirements Determination Studies. * Evaluate effectiveness of policy and procedural guidance to improve operations. * Provide technical guidance on all manpower policies and issues. * Develop MACOM ASCC/MSC policy, regulations, and supplements to support manpower management in accordance with HQDA mandates.

    * Take the lead in planning, organizing and overseeing a full complement of G1 program functions and duties Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

    * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

    Specialized Experience:

    One year of specialized experience which includes: (1) Developing and implementing strategies for optimizing manpower resources within the organization to ensure alignment with agency goals and objectives; (2) Conducting comprehensive reviews of manpower policies, procedures, and systems to ensure compliance with relevant regulations and guidelines; (3) Preparing and/or present detailed reports, briefings, and presentations to senior management and/or stakeholders on manpower-related matters; and (4) Providing guidance and assistance to subordinate staff on complex manpower analysis and project management tasks.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

    Grade Requirement:

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

    Education Some federal jobs allow you to substitute your education for the required experience in order to qualify.

    For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted .

    An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

    You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

    * Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee.

    Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted.
