    Description

    This position will play a crucial role on our team supporting the DoD Office of Small Business Programs and specifically assisting with the execution and management of Mentor Protg Program (MPP) directed initiatives as the MPP Intermediary within the Office of Small Business Programs. The Ideal candidates have experience with federal government contract management, having served as a warranted contracting officer or contract specialist, and have a working knowledge of the federal acquisition and financial management processes.

    Qualified candidates will be expected to manage a team of contracting officers/specialist and financial specialist that will develop and maintain processes necessary to establish contracts and monitor financial execution of those contracts in compliance with all required statues and regulations.

    Responsibilities:

    • Candidates will have the proficiency to develop solicitation packages, develop and assemble required contract documentation including identifying appropriate clauses, develop, manage, and control processes to create contracts and coordinate with stakeholders, and have familiarity with required associated funding and approval documentation.
    • Develop contract documents in a timely manner.
    • Serve as the main liaison with outside contracting representatives.
    • Develop and implement effective procurement processes for writing contracts and capturing the intent of the program managers.
    • Research regulations to ensure contracts are updated and in compliance with laws.
    • Coordinate with program management to guarantee terms of contracts are fulfilled in compliance with the terms and regulations.
    • Financial Analysis and Planning: Conduct in-depth financial analysis, including budgeting, forecasting, variance analysis, financial modeling and planning. Evaluate financial data, trends, and performance indicators to identify areas for improvement and recommend actionable strategies.
    • Budget Planning and Management: Collaborate with OSBP and DoD agencies to develop, monitor, and manage budgets. Assist in the preparation of budget proposals, ensuring accuracy, compliance with regulations, and alignment with strategic goals.
    • Cost Analysis: Perform cost analysis of small business programs and contracts. Evaluate the cost-effectiveness of various initiatives, identify potential cost savings, and provide recommendations to enhance financial efficiency.
    • Compliance and Reporting: Ensure compliance with financial regulations, policies, and procedures. Prepare financial reports, statements, and documentation in accordance with internal and external requirements. Support audits and assist in resolving any financial discrepancies or issues.
    • Contracting and Financial Systems Support: Utilize various data management systems to carry out responsible actions while ensuring compliance with regulations to aid in the decision-making process. Systems may include Defense Finance and Accounting Service (DFAS), Wide Area Workflow (WAWF), Defense Travel System (DTS), and Standard Accounting, Budgeting, and Reporting System (SABRS)
    • Support special projects on behalf of the SRC Managing Director and Office of Small Business Programs Director to improve the implementation and execution of processes and documentation necessary for administration of the MPP.

    Required Qualifications:

    • Fifteen Years proven work experience as a Contracting Officer, Contracts Specialist or related role associated with Federal procurement.
    • Excellent oral and written communication skills
    • In-depth knowledge of procurement regulations, contract documents and legal specifications
    • Outstanding negotiation and interpersonal skills.
    • Able to obtain a TS/SCI clearance.

    Preferred Qualifications:

    • Relevant training and/or certifications as a Contracting Officer or Contracts Specialist
    • Experience working within the Federal intelligence community contracting process.
    • Familiarity with Federal government contracting and procurement systems including JEO-F, GEAR, PRISM, and ORBIT.
    • Familiarity with the Federal government Financial Management forms and databases for creating, tracking, and archiving financial documents.
