    Description

    Position: Contract Budget Analyst / Cost Analyst

    Location: Carrollton TX – 100% onsite

    Salary: $70-85k

    Duration: 6-month contract to hire

    Qualifications:

    • Bachelor's Degree in analytics, economics, finance, or related field (+)
    • Proficient in Excel and comfortable using daily. (pivot tables, VLOOKUP's, etc.)
    • Strong communication skills, composing formal memorandum, and monthly reports.
    • Experience with contract budgeting, budget/spend analysis, etc.
    • Strong organizational skills, including scheduling tasks and activities to meet established timelines.
    • Experience working for previous construction or engineering companies.

    Pluses:

    • Experience working in PowerBI or Tableau

    Responsibilities:

    • Responsible for managing the contract change process from change identification (DTI, RFI, etc.) through SA (Supplemental Agreement) handoff to Procurement.
    • Draft responses to Request-for-Information (RFI), Duty-to-Inform (DTI) and other contractor correspondence.
    • Monitor and report on Engineering of Record (EOR) reviews and deliverables. Monitor designer compliance to contract terms.
    • Prepares all necessary change documentation, i.e. Change Requests, Finding of Fact, Executive Summaries, draft Supplemental Agreements, Financial Impact Statements, Record of Negotiations, etc.
    • Prepare cost tracking spreadsheets (Phase 1 & Phase 2) from the pay app and identifying all of the H&B projects changed, maintain running total and issue monthly reports for client and NCTCOG.
    • Prepare monthly Grant tracking spreadsheet (5 grants to be monitored) and associated monthly reporting for client.
    • Assist with Bid Documentation preparation.
    • Prepare weekly reports for Change Manager with updates on all assigned Changes, including target negotiation dates and Board dates.
    • Preparing pre-negotiation excel spreadsheets and perform analysis as required to support negotiations.
    • Attend Bi-weekly construction meetings, monitor Phase 1 construction and prepare Schedule updates.
    • Prepare negotiation and other meeting minutes.
    • Prepare written memorandum to file justifying action taken on changes as required.
    • Prepare spreadsheets to report on value of pending changes, value of changes to-date, and contract drawdown.
    • Responsible for maintaining files in SharePoint and uploading completed final versions to client network.
    • Support PM in preparing responses to NCTCOG inquiries.
    • Participate in audits and corrective action as required.
