- Understands the methods to decompose Government provided high level requirements to ensure the functional capabilities can be implemented within the enterprise set of applications.
- Analyzes current technical processes to formulate and develop new business information processing systems and document the mapping of those crosswalks.
- Conducts analysis and evaluation of user business scenarios and transforms them into specification-like artifacts to enable the development and implementation of cloud solutions that meet requirements.
- Analyze and evaluate user functional needs and decompose and align requirements into a functional/system specification and further align those requirements to the technical teams to implement.
- Perform systems requirements analysis, functional analysis, industry & best practices analysis to map and lay out the requirement details and orchestrate a path to requirements allocation and interface definition.
- Conduct detailed fit and gap analysis and develop recommendations for allocating requirements into the Oracle SaaS set of applications used for DCHRMS; for gap, work with scrum team(s) to develop solution recommendations.
- Develop the associated User Stores derived from the decomposed requirements and conduct the technical management (requirements repository is Atlassian Jira) and integration of the User Stories.
- Present walk-through for potential design fits for HCM functions, map decomposed requirements to the DCHRMS WBS, develop associated User Stores and Requirements Trackability Matrix (RTM) for the DoD Cloud initiatives.
- Serve as a thought leader for your functional area and communicate Requirements, User Stories, Design recommendations to stakeholders during Product & Requirements Reviews and to Scrum teams and products owners, as necessary
- Collaborate with other team members across different functions (other Cloud Analysts, developers, testers) on key dependencies, associated mitigation strategies and problem/issue resolutions.
- Successfully complete provided training opportunities to increase knowledge in cloud implementations and/or expand your knowledge of the Oracle HCM SaaS.
- Leverage your BA experiences and DCHRMS technical knowledge from the team(s) to ensure concepts are well documented and communicated to all applicable levels.
- Work with developers and testers to ensure requirements are being met as expected.
- Communicate with your manager regularly on progress and matters of significant importance to the organization/project.
- Experience with technical principles and practices of eliciting requirements and documenting those decomposed requirements into fit and gap analysis.

Description
This team is transforming the Department of Defense (DoD) Civilian Personnel Data System (DCPDS) to the next generation human resources (HR) system that leverages the Oracle Software as a Solution (SaaS) HCM.
This new HR system, Defense Civilian Human Resources Management System (DCHRMS), is a cloud-based personnel system that will integrate six different HR application databases (for each of the DCPDS agencies) into one consolidated database.
You will be part of a fast-moving program team, using your HCM knowledge along with agile and scrum processes to transform our DoD customers to a state-of-the-art cloud solution.
This position requires you to apply your skills as a business analyst to analyze the best fit for the functional requirements and collaborate with team(s) to provide recommendations.
