- Plans, schedules, and coordinates withmaintenance staff on maintenance activities for all on-site operations andlift stations, primarily through the use of a computerized maintenance management system (CMMS);
- Prepareswork plans, schedules work for preventive/predictive maintenance andcorrective maintenance repairs which include procedures, time estimates,and skills, tools, and materials required, quality control of data withinthe CMMS and maintains a comprehensive asset management program;
- Responsiblefor monitoring the technical performance of the CMMS and making anynecessary adjustments (within their level of access) to the system toensure that best-in-class practices are followed while supporting theneeds of the City;
- Estimatesand defines requirements for total labor, materials, special tools,equipment, and skill sets for all work/complex projects including but notlimited to plant shutdown, lift station interruptions and/or lift stationupgrades, plant improvement projects, cctv, smoke testing, SL-RAT,Easement Maintenance, etc.;
- Prioritizework through a defined protocol of risk management, process criticality,and equipment redundancy in order to coordinate and oversee maintenanceactivities between operations and maintenance, construction and service,other City departments, and outside contractors;
- Participatesin redundancy and contingency planning for emergency preparedness, pre-planning,in-progress, and completion review meetings with appropriate staff asapplicable for assigned responsibilities;
- Preparesdaily, weekly, and/or monthly maintenance schedule for analyzing andprioritizing work orders in CMMS, maximizing availability of resources andmaterials, and minimizing process downtime, to track and analyze themaintenance management to include backlog for each group, schedulecompliance, and industry standard metrics to monitor and demonstrate progressand identify areas for future improvement.
- Balance scheduled workactivities with labor availability and skills;
- Maintainsaccurate asset and work histories in CMMS in order to recommend, plan, andforecast necessary replacement and/or maintenance needs;
- Assistswith review of requests for proposal, contract for maintenance, andsimilar documents for accuracy, approach, requirements, and recommendsappropriate action;
- Develops,evaluates, and implements detailed standard operating procedures;
- Workclosely with maintenance supervisors and technicians to modify proceduresand work plans and update the information in CMMS;
- Maintainand update CMMS, CMMS standards documentation, and ensure compliance fromall end-users. Work closely with staff to ensure proper identification ofassets, codes, and other data to ensure optimal utilization of the CMMSprogram;
- Coordinatewith City GIS technicians to maintain synchronization between the CMMS andGIS Work with CMMS vendor to trouble-shoot problems or bugs within thesoftware and stay current on the full capabilities and functionality ofthe CMMS;
- Providetraining to division CMMS users to ensure quality information within CMMSand teach new or expanded functionality offered within CMMS;
- Work closely with Inventory staff toensure the CMMS contains accurate counts of inventory, the right level ofmaterials and parts are carried, and that appropriate quantity re-ordertriggers are defined; and
- Performs otherrelated duties as assigned.
- Associate's degree in engineeringtechnology, information systems technology, or closely related field ORany equivalent combination of education, training or work experience thatis equivalent to satisfactory completion of two (2) years of collegeeducation with emphasis in engineering technology, information systemtechnology, asset management, or closely related field;
- Valid South Carolina Class "D"Driver's License; and
- Experience in computerizedmaintenance management system (CMMS) or asset management systems.
- Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes;
- Knowledge of personal computer equipment with skill in doing data entry and in the use of Microsoft Office 2000 preferred, utilizing Outlook, word processing, and spreadsheet software programs;
- Ability to plan or direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope;
- Ability to supervise or lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency;
- Ability to supervise the activities of those operating or repairing complex machinery or equipment that requires extended training and experience, such as utility plant equipment, heavy equipment, or the application of complex software or systems; may involve installation and testing;
- Ability to perform supervisory work involving policy and guidelines, solving both people- and work-related problems;
- Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
- Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; and
- Ability to make decisions, affecting most segments of the organization and the general public; works in a highly dynamic environment; responsible for establishing goals, objectives and policies.
