    Overview:
    This position will be physically located in Qatar in support of LOGCAP. Researches, plans, and designs British Standards Electrical systems for new building construction and building renovation projects, including fire protection. Consultation with DPW and customers to ensure Letter of Justification (LOJ) requirements are met. Prepares or modifies reports, specifications, plans, construction schedules, and designs for projects.

    Inspects construction activities to monitor progress and ensure conformance to engineering plans, specifications, construction, and safety standards through Quality Control Inspections if needed.

    Uses (AutoCAD/Micro-station) computer-assisted engineering and design software and equipment to prepare engineering and design documents. Knowledge, familiarity, and application of IBC, OSHA, Welding, ACI, and AISC codes. Performing other essential tasks as required.


    Responsibilities:

    Plans and designs electrical systems. Develops Statements of Work (SOW). Provides Independent Government Cost Estimates (IGCE). Uses AUTO-CAD design software. Coordinates customers' desires with needs. Inspects construction activities. Determines feasibility of design approaches. Performs other duties and assignments as required.


    Qualifications:

    Education/Certifications:
    One year related experience may be substituted for one year of education if a degree is required. BSEE is required; must be a licensed Professional Engineer in the USA. US citizen with a good and outstanding police record for Department Of Defense clearance. Prefer 10 years' experience and should be well-versed with Contract Management requirements. Familiarity with US Military Engineering Regulations is helpful but not mandatory.


    Experience:
    Extensive Electrical Engineer experience (5 Years). AutoCAD experience (5 years).


    Skills:
    Knowledge of the principles and practices of construction project management.

    Skilled in evaluating work performance of contractors and consultants for compliance with project plans, specifications, and applicable laws, ordinances, and policies.

    Must be able to read and evaluate blueprints and technical schematics.

    Must have experience using and be knowledgeable of the following standards:
    ASME, Uniform Building Codes, SpecIntact. Must be able to analyze building components, i.e., heat transfer and internal heat transfer to determine HVAC needs. Must be able to supervise and manage the activities of a multi-national and culturally diverse workforce. Possess knowledge of safety and environmental issues as they relate to Facilities & Construction Management. Be familiar with various Computerized Maintenance Management Systems (CMMS). Prior military experience is a plus but not mandatory.


    Working Conditions:
    Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

    Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

    Includes some industrial production environment conditions as well.


    Physical Requirements:
    Light work.

    Exerting up to 20 pounds of force occasionally, and/or up to 15 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

    Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

    Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies.
