    Closing Date: 5/29/2024 4:30 PM CentralDescription The Physical Plant Manager oversees and directs facility related operations and planning, and ensures efficient functionality of real property assets in their environment by integrating people, processes, and technologies.

    Examples of Duties Essentially the work of the Physical Plant Manager is to ensure that County buildings are operable and that the infrastructure and systems which support them are operated safely and efficiently.

    To accomplish that work the Physical Plant Manager is responsible for:

    Strategic PlanningWorks with a variety of Service Team Leaders, Department Heads, Public Officials, Architects, Engineers, Industry Professionals, and with representatives from other agencies to identify, forecast and plan for remedies to existing and anticipated future space needs.

    Identifies, develops, and recommends to the County Board, construction plans and budget forecasts.

    Performs ongoing facilities planning activities, including evaluating existing usage patterns of buildings and equipment, and projecting future space related or infrastructure requirement.

    Is actively engaged in the Countywide Long-Range Strategic Plan to implement goals and objectives.
    Budget Forecasting and OversightIs responsible for annual financial planning and control for this unit.

    The Physical Plant Manager works closely with the Operations Supervisor to monitor control and work closely with the Auditor-Treasurer to determine both annual and long-term capital funding requirements, including completing an annual budget and capital project request form for yearly Budget Committee meetings.

    StaffingWith the aid of the Operations Supervisor, determines the staffing requirements necessary to operate and maintain facilities. Determines most efficient use of available resources, using a combination of County staff, contracted services or outside vendor services. Ensures that staff has the proper training and resources to accomplish their tasks.
    Supervise, direct, and evaluate assigned staff; investigate and address concerns and incidents, including participating in coaching and corrective action. Participate in hiring process. Conduct performance reviews and other performance management tasks to provide actionable feedback.
    Support staff development through the Grow with Otter Tail County Professional and Personal Growth Program.
    Implements the AWAIR policy with support from the Safety/Risk Specialist.
    EvaluatingFacility and Asset Condition.
    Facilities Maintenance and Asset Management Programs.
    Providing general oversight and direction to the Operations Supervisor and outside contractors.
    Determines Life Cycle values and replacement schedules for Capital Equipment.
    Works with Safety/Risk Specialist to ensure all property is insured and incident reports are filed as necessary.

    Construction Project Management and Contract ManagementVerifies through active personal oversight that the County's Goals, Objectives and Specifications are being met.

    Serves as the liaison with external contractors for construction and building projects. Monitors, recommends and/or approves Changes Orders to construction contracts.
    Verifies Contractors Schedules of Value and Pay Requests and recommends payment through the Auditor.

    Service and SupportIs available to provide help personally, or to dispatch support to County Managers and Supervisors who require assistance with facility matters.

    Membership on CommitteesAs appointed; ad hoc or permanent. May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.

    The 2024 starting salary for this position is $80,413 annually depending on qualifications, with career advancement to $120,536.The selection process will include an online employment application and supplemental questionnaire.
