    The Center for Public Health Practice, located within MDH's Community Health Division, is currently seeking a Public Health Foundational Capabilities Planner to join our team

    In this role, you will provide expert statewide support to local and tribal public health in accountability and performance management foundation capabilities and organizational competencies. Other responsibilities for this role include, but aren't limited to:

    • Providing coaching, consultation, training, facilitation, and technical assistance on performance management.
    • Working collaboratively to support leadership development.
    • Supporting the implementation of the Local Public Health Act. (Minn. Stat. 145A).
    • Supporting Community Health Division staff and leadership by providing analysis of Minnesota's public health partnership.

    This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota. Position locations will be determined by the top candidate and will be based out of an MDH district office location. There will be required in-person meetings and trainings throughout the year, usually in the Twin Cities metro area. Travel around the state to meet with local public health will be required. A state vehicle and/or reimbursement for authorized business travel expenses may be provided according to bargaining unit guidelines.

    Minimum Qualifications

    To facilitate proper crediting, please ensure that your application materials clearly describe your experience in the areas listed below and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

    Three (3) years of experience in the field of public health encompassing responsibilities such as performance management, planning, leadership coaching and/or organizational competency development, conducting training sessions, and facilitation.

    • Experience must also include establishing, maintaining, contributing, and/or using a performance management system. Applicants are encouraged to provide detailed descriptions of their experience with performance management systems in their application materials.

    Minimum qualifications that will be assessed during the interview process:

    • Knowledge of Minnesota's governmental public health system.
    • Ability to establish, maintain, contribute, or use a performance management system.
    • Coaching and training skills.
    • Excellent organizational and facilitation skills.
    • Ability to provide course correction while maintaining relationships.
    • Proficiency in applications for communication and file sharing applications like Teams, Slack, SharePoint, Google Drive.

    A master's degree in public health, health sciences, health education, or closely related field may substitute for eighteen (18) months of experience as described above. A bachelor's degree may substitute for one (1) year of experience.

    Preferred Qualifications

    • Knowledge of Minnesota's local public health departments or community health boards.
    • Knowledge of Minnesota public health system transformation efforts.
    • Knowledge of leadership competencies needed to advance system change.
    • Knowledge of health equity and key related concepts including health disparities, health inequity, and structural inequities, including structural racism.
    • Knowledge of the health status of populations in Minnesota including knowledge of health inequities and the conditions that create inequities.

    Additional Requirements

    This position requires a successful completion of a background check and employment reference check.

    This employment doesn't require a valid driver's license, but it does demand travel to the MDH St. Paul office and travel periodically across the state to local public health locations, which the candidate is responsible for meeting.
