    JOB DETAILS AND QUALIFICATIONS

    We are searching for a motivated, team-oriented, and collaborative individual to join our dynamic team at the Clackamas County Department of Transportation & Development as a Principal Transportation Planner . If selected for this position, you will manage the major update of the County's transportation systems plan and serve as the primary technical lead on complex transportation planning projects within the Long-Range Planning program. You will be responsible for representing the County on regional and statewide committees collaborating on various transportation system issues. In this role, you will have an opportunity to utilize your thorough understanding of how transportation models operate and will provide data for necessary analysis and convey technical information to policy makers and the general public. You will also focus on coordinating with local, regional and state transportation professionals on cross-jurisdictional projects. In addition, you will represent the Department before policy making bodies, elected officials and state and regional planning committees.

    Required Minimum Qualifications/Transferrable Skills:*

  • A minimum of six (6) years of experience in local, regional, or statewide transportation planning or transportation engineering
  • A minimum of three (3) years of experience managing transportation planning or transportation engineering projects
  • A minimum of three (3) years of experience with public speaking and delivering public presentations to a variety of audiences
  • Experience leading the work of others, such as providing technical expertise, reviewing completed work, and training
  • Preferred Special Qualifications/Transferrable Skills:*

  • Bachelor's Degree or advanced degree in Urban, Regional, Rural, or Transportation Planning or related field (law, geography, engineering, etc.)
  • Direct experience with transportation modeling

  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license.     KEY COMPETENCIES FOR SUCCESS IN THIS ROLE

    TYPICAL TASKS

    Duties may include but are not limited to the following:

  • Plans, organizes and directs a functional unit or major transportation project within the Long Range Planning program; trains, assists section manager in developing goals and objectives.
  • Oversees the development and administration of a functional unit's or major project's budget, grant funds as well as professional and technical services contracts.
  • Oversees and participates in the development and presentations of reports and studies to public bodies such as the Planning Commission, the Clackamas County Coordinating Committee, and community groups; coordinates staff research on assigned projects to meet division goals; determines methodologies, information and techniques.
  • Oversees and participates in complex technical analysis related to transportation planning issues; coordinates with other jurisdictions on travel model development and implementation; provides technical guidance on issues impacting transportation facilities.
  • Represents the Department on local, regional and state committees related to technical transportation planning topics. Advocates the County's planning and transportation goals and objectives before significant policy-making agencies, councils, groups and organizations such as legislative committees, Metropolitan Service District, Association of Oregon Counties and Land Conservation and Development Commission.
  • Coordinates the updates and revisions to the Comprehensive Plan and Zoning and Development Ordinance initiated by the Board of County Commissioners, Planning Commission, Land Use and Zoning Divisions; assigns work for such amendments, facilitates the public notification and involvement process and oversees coordination between departments within DTD and the County.
  • Manages consultant contracts for large scale transportation planning projects funded by federal, state and regional grants as well as from local funding sources; prepares request for proposals, negotiates contracts and change orders, resolves conflicts, and ensures compliance with local, state and federal requirements.
  • WORK SCHEDULE

    This position works 40 hours during a standard workweek of either (5/8): Monday through Friday (8 hours per day) (5/8), (4/10): Monday through Thursday (10 hours per day) with every Friday off, or (9/80): Monday through Thursday (9 hours per day) and every other Friday (8 hours), with every other Friday off. Specific work schedule will be discussed with the candidate selected for this position at the time an offer of employment is extended.

    Please Note: This position is eligible for hybrid on-site/telework subject to the and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
