    Responsibilities

    This Project Manager position supports the Department of Defense Cyber Crime Center (DC3) and is a functional member of a team consisting of a Program Manager and several other matrixed support staff that conduct software development, software engineering, cloud computing, and IT portfolio management. In this role, the selected candidate will assist in developing technical and operational-level plans and other portfolio management activities, conduct requirements gathering and definitions, or business processes and tools development, support the baseline change control process, and manage risks, issues, and opportunities. Additional duties include:
    • Overseeing the creation and review of critical metrics and outcomes,
    • Developing and maintaining reporting and key project artifacts to capture project milestones and objectives, and,
    • Identifying and removing barriers to enable efficient and effective delivery and execution of agile management across project work tasks.
    The selected candidate will also support the management of operational aspects of ongoing projects and serve as a liaison between other directorate project management and planning staff, project teams, and line management. Requires expert-level competency in schedule management; must have a track record of assessing project issues and developing resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

    Qualifications

    Mandatory Qualifications:
    • Minimum of 10 years experience
    • Must possess relevant experience applying Agile management and Total Quality Control management methodologies to complex IT-focused projects.
    • Must have demonstrated experience managing technical software development and hardware requirements, resource management, and relevant experience as a critical staff action officer overseeing and coordinating large-scale IT software acquisitions.
    • Must possess an expert understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process.
    • Must have experience supporting the development of Program Objective Memorandum (POM) and Budget Estimate Submissions (BES) and the ability to correlate key organizational objectives to strategy requirements.
    • Must possess excellent written and verbal communication skills.
    • Clearance: TS/SCI with CI Poly eligibility
    Desired Qualifications:
    • Project Management Professional (PMP) Certification.
    • PMI-Agile Certified Practitioner (PMI-ACP).
    • Certified Scrum Master (CSM).
    • Recent DAWIA Level II Certification.
    • ITIL Certification

    Target Salary Range

    $176,000 - $282,000. This represents the typical salary range for this position based on experience and other factors.
