    Description

    The Senior HR Business Analyst (Federal Experience) shall provide Human Resources support services utilizing multiple IT systems and applications such as the National Finance Center's (NFC) Reporting Center, WebTA, Microsoft Outlook, and SharePoint, to support DISC functioning as an organization. The Specialist will attend meetings to assist with presenting and explaining issues; support the development of policy, procedure, and methodology for personnel administration; coordinate and assist with plans for group training of the 200+ federal employees and 200+ contractor employees as needed.

    Duties/Responsibilities:

    · Assist with developing policy, procedure, and methodology for the administration of all Federal employee's staffing, recruitment support, recruitment strategies, and Federal employee's on-boarding and off-boarding administration

    · Facilitate HR service delivery using various IT systems/applications for service requests, recurring reports, data calls, employee notifications, and inquiries

    · Be able to track successful execution of the project deliverables, coordinate with stakeholders and resources to ensure that daily, monthly, and quarterly milestones reports are provided

    · Record, categorize, research, resolve, track and follow-up on service requests using SharePoint or Outlook group mailbox, spreadsheets, or other automation/collaboration tools in conjunction with HR Liaison or HR Management teams.

    · Prioritize time-sensitive requests, manage high volume of incoming requests for assistance and balance the backlog versus 'immediate' queues for effective resolution administration

    · Gather data to facilitate metric-based reports

    · Work with users to address concerns, escalate issues to system administrators, and provide and provide reports USDA's Learning Management System users

    · Work with the HR team to research, prepare, coordinate and queue recurring and ad hoc reports; Execute the communication plan for notifications, review telework agreements and other such administrative tasks to support HR functions

    · Assist team to survey the workforce and list the recommend courses from internal and external resources to close the skill gap; manage the delivery and availability of recording and contents related to the training programs and conduct post-surveys for analysis

    · Track course completions and provide compliance reports for mandatory courses

    · Create and maintain a Position Description (PD) Library for all Federal positions that mirrors the DISC organization structure

    · Strong Quality Management Skills – Demonstrate accuracy and thoroughness

    · Ability to operate Apps such as WebTA, AgLearn that are in use in DISC

    Minimum Required Experiences:

    · 5 years of demonstrated experience with federal government HR systems, reporting, and service request/ticketing management and resolution

    · 5 years of demonstrated documentation, customer service, and communications experience

    Minimum Education:

    · BS Degree (REQUIRED) from an accredited institution

    Required Skills:

    · Knowledge of WebTA ; AgLearn administration

    · Knowledge of Microsoft Suite of Office (Word, Excel, Powerpoint, Outlook) and Collaboration Apps (Teams, Sharepoint)
