    The Role:


    The Project Manager plays a pivotal role in overseeing complex projects involving software engineering for government contracts, cybersecurity compliance, and the development and management of psychometric assessments and item banks.

    This position blends traditional project management expertise with specific knowledge of federal contracting requirements, cybersecurity best practices, and psychometric principles, along with product management/ownership.


    Key Responsibilities:

    Strategic Project Planning and Execution:
    Develop comprehensive project plans, timelines, and budgets in alignment with client requirements and organizational goals.

    Identify resource needs, allocate resources effectively, and manage project scope to ensure on-time and on-budget delivery.

    Track project progress against milestones, proactively identify potential risks and bottlenecks, and implement timely corrective measures.

    Collaborate closely with internal teams, clients, and stakeholders to ensure seamless project execution.


    Cybersecurity and Compliance:
    Possess a deep understanding of federal contracting requirements, especially related to DoD projects.

    Define and maintain cybersecurity policies, procedures, and documentation in alignment with industry standards (e.g., NIST /53, CMMC, FedRAMP).

    Implement Risk Management Framework (RMF) processes to achieve Authority to Operate (ATO) for projects.

    Manage Plans of Action & Milestones (POA&Ms) to track progress and demonstrate compliance with cybersecurity standards.

    Assessment Development, Item Banking & Psychometrics

    Serve as the product owner for Item Bank (IB) applications, defining the vision, roadmap, and priorities.

    Articulate researcher and client needs to the development team and drive IB application enhancements.

    Manage the product backlog - create product backlog items, order, and communicate items to development team.


    Work with development team to design user interfaces and workflows that foster collaboration, including features such as track changes, commenting, and revisions.

    Conduct usability testing, identify improvement areas, and optimize the IB user experience.

    Create and update comprehensive user documentation and guides.

    Team Collaboration and

    Client Relationship Management:
    Work effectively with cross-functional teams, including psychometricians, researchers, developers, and quality assurance specialists.

    Build and maintain strong client relationships through clear communication, responsiveness, and proactive problem-solving.


    Qualifications:
    Bachelor's degree

    3+ years of hands-on project management experience, with a demonstrated track record of success.

    In-depth knowledge of federal government contracting requirements, particularly those related to the Department of Defense (DoD).

    Experience in managing projects with cybersecurity and compliance components.

    Strong understanding of psychometrics, assessment development, and/or item banking principles (or a willingness to learn quickly).

    Excellent communication (verbal and written), organizational, and problem-solving skills.


    Highly Desirable:
    Active T3/Secret Clearance

    PMP Certified

    Experience developing solutions specifically for DoD clients.
