    Overview

    The State of Wisconsin DCF is looking for One (1) Business Analyst/Consultant III

    Responsibilities

    • The business analyst is responsible for ensuring our development teams have complete and accurate business requirements, our business partners have considered their needs vs. their wants in their projects, and ensuring quality control by testing web applications and reports in the CCCW section with the Department of Children and Families (DCF) with the state of Wisconsin.
    • Provide excellent customer service by driving and facilitating JAD sessions, demos, feedback loops, and UAT testing processes with the customer.
    • Work closely with the entire technical project team and be involved with business area partners; strong communication and teamwork skills are essential.

    Qualifications (Top Skills)

    • Expert SQL skill/ability to navigate and query a relational database (5+ years). Do not submit candidates without SQL experience.
    • Ability to work on multiple projects per business priority.
    • Experience in business requirements elicitation and documentation (8 years), data mapping and data analysis (7 years), requirements verification, creating use cases, process flow diagrams, reporting and quality assurance as primary responsibilities.
    • Creating and maintaining artifacts such as requirements traceability matrices (8 years).
    • Strong analytic and problem-solving skills.

    • Interviews will be set up shortly after the posting close date.
    • MUST provide three (3) business references for the interview (one reference must be supervisory level).

    Important Notes

    • Candidate MUST be physically located in the United States. International candidates/phone numbers will not be accepted.
    • Candidate must follow ALL DCF work rules.
    • Candidate must be available to perform all work during Central Standard Time (CST) business hours 9:00 am 3:00 pm (or CST hours as defined by the hiring manager).
    • Candidate will be required to provide their own equipment for this position (see job description for required specifications).

    Work Details

    • Interview process: via Zoom/Teams
    • Duration: 6/30/2026, with the potential to extend for an additional term(s).
    • Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. Local candidates preferred. This position is currently remote. However, position status is subject to change (90% remote, 10% onsite as needed). Onsite work is not likely, but candidates should be prepared to come onsite if required.

    Project Details

    The business analyst is responsible for ensuring our development teams have complete and accurate business requirements, ensuring stakeholders have considered their needs vs. wants, and ensuring quality control by testing web applications and reports with the Department of Children and Families (DCF) in the CCCW section. The role includes driving and facilitating customer interactions, including JAD sessions, demos, feedback loops, and UAT testing processes. Strong communication and teamwork skills are essential.

    The individual in this role must have strong communication skills and be a team player because they will work closely with the entire technical project team and business area partners.
