    East Bay Asian Local Development Corporation (EBALDC)is seeking a regular full timeSenior Compliance Managerat the Main Office in Oakland, CA.

    Summary:

    The Senior Compliance Manager is tasked with a diverse range of responsibilities, including the supervision of all properties to ensure compliance with occupancy regulations, agreements, and policies. This role involves offering managerial support to the Compliance team and playing a crucial part in developing, monitoring, training, and evaluating Property Management processes. The Senior Compliance Manager is integral in overseeing documentation, resources, and procedures for both main and site offices, focusing on occupancy compliance, certification, and managing affordable housing communities from acquisition through occupancy. The incumbent is responsible for equipping staff with information, guidance, and resources to effectively manage properties while ensuring adherence to program regulations, organizational policies, and relevant laws.

    Key Duties & Responsibilities

    • Manage in-house compliance managers and specialists, overseeing daily performance and conducting compliance duties.
    • Stay up to date on local, state and federal affordable housing compliance rules
    • Prepare compliance reports as needed (such as HCD SRI reports, Focus reporting, and City Data Systems
    • Conduct affordable-program trainings (LIHTC, HUD, Bond, RDA, HOME, SRI).
    • Implement and monitor action plans for portfolios out of compliance.
    • Interpret regulatory agreements and generate/approve Rent Schedules.
    • Lead , Pre-CTCAC, and 3rd Party Monitoring audits.
    • Review/approve reports for city and monitoring agencies.
    • Monitor move-ins, denials, and annual recertifications.
    • Maintain ongoing communication with Director of Property Manager, Property Supervisors, Property Managers, and Asset Managers regarding compliance issues.
    • Generate Responses for Affordable Audits.
    • Monitor and track compliance projects with Compliance Manager/Specialist assistance.
    • Oversee performance of Affordable communities in a designated region.
    • Conduct internal audits of tenant files in a timely manner with accuracy; assist property management in setting and ensuring rent and income levels and utility allowances, and oversee the waitlist management for all sites.
    • Coordinate with Property Management to ensure that all 1st year and annual tenant files are in compliance.
    • Responsible for the coordination of third-party compliance audits and all inspections from stakeholders including but not limited to Federal/State and local government entities, investors, lenders and partners and will oversee corrections and successful closure of audit and inspection reports.
    • Develop and organize corrective action plans based on internal or external audit findings.
    • Review Special Claims and update waitlists for accuracy.
    • Review and Monitor EIV Monthly and Quarterly Reports for HUD properties.
    • Work closely with Housing Authorities and serve as a liaison with government agencies and industry organizations.
    • Train site staff on compliance issues and procedures.
    • Participate in departmental strategy, operational procedure, policy, and budget development for occupancy compliance.
    • Ensure robust record-keeping and reporting systems for file and unit compliance.
    • Assist in preparing reports for management, government agencies, lenders, partners, and investors.
    • Attend regular meetings as required.
    • Undertake other tasks as needed.

    Required Knowledge, Skills, & Abilities

    • 5-7 years of compliance experience in LIHTC, Section 8, Bond, RDA, SRI and HOME programs.
    • HCCP, COS, TCS, or equivalent certifications.
    • Excellent written communication skills.
    • Ability to lead a compliance team remotely.
    • Tax Credit Occupancy Specialist and Certified Occupancy Specialist certification or ability to attain within six months.
    • Intermediate hands-on experience with Yardi Voyager.
    • Utilize advanced knowledge in ensuring resident file compliance with regulatory requirements.
    • Supervise staff, demonstrating conflict resolution skills.
    • 504 Compliance Certification required
    • Demonstrated knowledge of Fair Housing Laws as well as other regulations and rules
    • Maintain confidentiality of information.
    • Demonstrate excellent interpersonal and business communication skills.
    • Manage multiple tasks and projects with shifting priorities.
    • Exhibit high organization, attention to detail, and proficiency in computer literacy.
    • Analyze and review financial data.
    • Working proficiency with Microsoft Office
    • Write regular reports and correspondence.
    • Ability to speak and present effectively to key stakeholders.
    • Ability to read and understand federal, state, and local compliance regulations.

    Salary Range

    $90,000 - $110,000 annually
