    Duties

    Under the direction of the DHS Incident Support Team (DHS-IST), a Joint Duty Officer will facilitate Enhanced Situational Awareness helping to ensure that Department leaders have easier access to essential information regarding anticipated, emerging, and no-notice Homeland Security Domestic Incidents. Individuals will facilitate the organization and compilation of data for leadership prioritization, standardizing the information contained in incident notification, situation, and status reports within and across jurisdictions and organizations. Individuals will utilize their unique Component experience and knowledge to assist in the review of information unique to their parent reporting organization. Individuals will assist with translating this unique data into a common format that enables other jurisdictions and organizations to anticipate, and rapidly find and act on, specific incident information. Reports include:
    - Special Reports: Reports produced and distributed intermittently that provide executive-level summaries of priority issues of concern to leadership in anticipation of a potential incident that may occur with little to no notice. These short reports include information on existing mitigation and preparedness activities.
    - Situation Reports (SITREP): Reports typically produced and distributed on a regular and recurring basis that contain incident details. SITREPs offer a snapshot of the incident status during the past operational period and contain confirmed or verified information regarding the explicit details (who, what, when, where, and how) relating to the incident. Example of a SITREP - daily Component operational reports.
    - Status Reports: Reports, such as spot reports, that include vital and/or time-sensitive information outside regularly scheduled situation reports. Status reports are typically function-specific and less formal than SITREPs. Example of Status Reports- NOC Notes and Critical Information Requirement Reporting.
    - Initial Incident Briefings (IIB): Reports that provide executive-level summaries of incidents that have occurred, and the first response actions taken and underway.
    - Strategic Assessments: A senior leadership report that focuses on identifying the type and severity of an incident, and the authorities, jurisdictions, and mission impacts of and to the Department/Components. This assessment is used to determine the roll of the Department/Component as a Lead or Supporting Federal Agency.
    - Senior Leadership Briefings (SLB): Reports prepared for senior leadership that are typically produced and distributed on a regular and recurring basis after an incident occurs that contain pertinent incident details. SLB offer senior leadership a snapshot of the incident status during the past operational period and contain confirmed or verified information regarding the explicit details (who, what, when, where, how and what next) relating to the incident.
    The Joint Duty Officer must strive to build, maintain, and expand their network and to bring these connections to the IST in support of the Office of the Secretary and Executive Management.

    Requirements

    Conditions of Employment
    • Must be a current permanent Federal employee
    • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
    • Must NOT have any pending/outstanding disciplinary actions
    • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
    • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
    • The program does not apply to members of the Military service or contractors.

      Qualifications

      Qualifications required:
    • GS-13, 14, 15 (or military equivalent) with supervisory experience.
    • Minimum of five years employment with the Component (operational billets preferred).
    • Previous experience as a Special Agent in Charge, Sector Chief Patrol Agent, Commanding Officer / Executive Officer, or other equivalent Supervisory or Director position is most desirable.
    • Knowledge of strategic planning and executive support is desirable.

      If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

      Selected applicants for a JDA are requested to fulfill the items below during the JDA:
    • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
    • Complete the DHS Joint Duty Assignment Progress Plan to include:
      • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
      • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
      • Phase 3: Complete a final review within the last 30 days of the JDA.
