    Job Description Scientific Research Corporation (SRC) is looking for a Program Manager to participate in a team tasked with providing Naval Information Warfare Center (NIWC) Pacific with a broad range of cybersecurity capability-development, reviews, testing, training, threat and risk assessments, engineering process improvement and Assessment & Authorization (A&A) Services
    The task will require the Program Manager to lead and mentor a large team across a myriad of Cybersecurity/Information Assurance (CS/IA) tasking in developing, analyzing, and implementing cybersecurity technical standards, tools, processes in support of Technical Authorities and the Cybersecurity Technical Authority Board (TAB)
    The ideal candidate will have a broad range of CS/IA experience with Navy Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) projects, inclusive of Cybersecurity Technical Authority (CSTA), Navy Cyber Situational Awareness (NCSA), and Risk Management Framework (RMF) up to the Top Secret/Sensitive Compartmented Information (TS/SCI) level
    This position will directly support NIWC Pacific on-site in San Diego, CA

    PRIMARY DUTIES & RESPONSIBILITIES:

    • Manages the overall performance of the contract, and is accountable for program execution, customer satisfaction, and financial performance
    • Leads and guides multiple teams providing a broad range of cybersecurity capability-development, reviews,testing, training, threat and risk assessments, engineering process improvement and A&A Services
    • Acts as primary Point of Contact POC to coordinate with the Contracting Officer's Representative (COR), Integrated Product Team (IPT) and Technical Leadership, and external customers to meet program deliverables
    • De-conflicts resources and removes impediments for multiple cross-functional teamsAttends weekly and daily customer meetings making innovative recommendations for their issues
    • Grows and develops the team's technical and leadership skills
    • Minimal travel Requirements MINIMUM SKILLS & REQUIREMENTS:
    • Master of Science (M.S.)/Bachelor of Science (B.S.) degree in Computer Science, Cybersecurity, Cybersecurity Management and Policy, Engineering or a related field
    • 8+ years of experience on C4ISR projects with significant contributions in two or more of the following CS/IA areas: CS/IA Compliance; Software Assurance and Security Engineering; Systems Security Architecture; Systems Security Analysis; Threat Analysis; Exploitation Analyses; Security Program Management
    • 8-10 years of experience in Cybersecurity workforce development and project management
    • Experience in leading one or more of the following CS/IA areas: CS/IA engineering design efforts to solve current or potential Fleet issues; leading design and fielding of CA/IA technologies; leading or providing support to significant Department of the Navy (DoN) and/or Department of Defense (DoD) CS/IA working groups
    • CISSP, Information Systems Security Engineering Professional (ISSEP), or Information Systems Security Architecture Professional (ISSAP)
    • Active TS/SCI clearanceDESIRED SKILLS & REQUIREMENTS:
    • Active Project Management Professional (PMP)/ Project Management Institute (PMI), or other management/process related certification
    • Experience in RMF, Navy RMF Process Guide, Information Assurance Technical Authority (IA TA) Standards including Defense-in-Depth Functional Implementation Architecture (DFIA); CYBERSAFE; and NCSA
    • Experience with CSTA standards and Defense-in-Depth Functional Implementation Architecture Network Transformation (DFIANT) implementation/development
    • Certified Information Systems Security Professional (CISSP), CompTIA Cyber Security Analyst (CySA+), Information Systems Security Engineering Professional (ISSEP), and/or Information Systems Security Architecture Professional (ISSAP)SRC IS A CONTRACTOR FOR THE U.S
