    There is currently one (1) vacancy with the Police Services Department in the Integrated Crime Center.

    In October of 2023, the BSCC awarded a $5.9 million grant to the Brea Police Department to implement its vision to build an Integrated Crime Center.

    The Police Department is currently in an implementation phase and is working toward the go-live of an operational center this Fall.

    This Crime Analyst position will get in on the ground floor and be part of an exciting, ground-breaking team to help develop this vision into a reality.

    Under general supervision, performs a variety of difficult and complex professional and analytical assignments providing pertinent information relative to crime patterns and trend correlations to assist operational and administrative personnel in the Police Department.

    Collects, analyzes and disseminates statistics; performs systematic and analytical processes directed at planning the deployment of resources for preventing and suppressing criminal activities, aiding the investigative process, increasing apprehensions, clearing cases and analyzing information to identify similarities, patterns, and trends among different offenses to assist in identifying suspects and predicting criminal activity, and performs other related duties, as assigned.


    DISTINGUISHING CHARACTERISTICS
    The Crime Analyst performs difficult and complex duties, working with general direction. The Crime Analyst plans and prioritizes assignments and tasks and responds to daily demands for analytical information.

    When assigned to the Integrated Crime Center (ICC), performs a variety of difficult and complex professional and analytical duties relating to operation and maintenance of diverse ICC software systems, monitoring video feeds and other data gathered by ICC software systems, conducting comprehensive data collection, and generating detailed reports crucial to the center's operations, including police reports.


    SUPERVISION RECEIVED AND EXERCISED
    General supervision is provided by a Police Sergeant, Lieutenant or designee. Technical or functional supervision may be provided by other sworn police personnel.
    Essential job functions include, but are not limited to, the following: (These functions may not be present in all positions in this classification. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Management reserves the right to add, modify, change or rescind work assignments as needed.)

    Identifies and collects pertinent statistics and data from department crime reports, field interview cards, department computer databases, and state and federal databases; audits and maintains quality control of crime analysis data.


    Utilizes multiple computer systems and software programs to store, collate, retrieve, and present information.

    Initiates and disseminates crime analysis reports, bulletins and data related to crime series, trends, patterns, and suspect individuals to department personnel to enhance directed patrol and investigative activity.


    Makes public presentations to professional, community and neighborhood organizations.

    ICC:
    In addition to the general functions listed, examples of essential job functions specific to this program include, but are not limited to the following:

    Performs real-time monitoring of areas of concern, e.g. infrastructure, high-crime areas, and special events.

    Performs data collection and evaluation efforts including the development of reports and plans as required by the department and/or outside partners/vendors.

    Experience and Education

    To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities and enable the individual to successfully perform the duties of the position.


    A typical combination is:
    Experience
    Two years of responsible analytical staff work preferably in a law enforcement environment.

    Education

    Equivalent to the completion of the twelfth grade supplemented by college level course work in police administration, criminology, or a related field.

    Licenses and Certificates
    Ability to obtain the Department of Justice Crime and Intelligence Analysis Certification; (current possession of the certificate will be considered more desirable.)

    Possession of a valid California driver's license issued by California Department of Motor Vehicles.

    OTHER

    Experience in a municipal law enforcement agency and working knowledge of the California Law Enforcement Telecommunications System (CLETS) is highly desirable.


    Individuals may be assigned to rotating work shifts, including evenings, holidays and weekends.

    Must have no felony convictions, or misdemeanor convictions involving moral turpitude.


    THE SELECTION PROCESS

    Shall consist of two phases:

    Phase One


    • Application Review: The first phase of the selection process shall be a detailed review and appraisal of each candidates application. Those candidates determined to be most qualified on the basis of education and experience, as submitted, may be invited to participate in the next phase of the selection process. No weight shall be assigned to this phase of the selection process.
    Phase Two


    • Oral Appraisal Interview:

    Candidates who receive a minimum score of 70% on this phase shall have their name placed on the Eligibility List for Crime Analyst.

    Eligibility Lists are generally valid for one year. Once the list is established, the Police Department may conduct follow-up assessments.

    Prospective candidates must successfully complete a thorough background review.

    Upon a contingent offer of employment, prospective candidates must successfully complete a medical examination and provide proof of legal work status.

    All new employees will be fingerprinted as a part of the employment process and a criminal history check will be conducted with the Department of Justice and Federal Bureau of Investigation.

    In accordance with Government Code Section 3100, City employees, in the event of a disaster are considered disaster service workers and may be asked to respond accordingly.
