    Managing Civil Engineer - Chicago, United States - Metropolitan Water Reclamation District of Greater Chicago

    General Statement

    Performs supervisory and administrative professional civil engineering work in directing a major work section of the District. Directs the work of other professional engineers, sub-professional and clerical personnel. The work encompasses considerable responsibility and latitude for independent judgment, finality of action and latitude for innovation. Work is performed under the general direction of a division head and is reviewed primarily in terms of overall results.

  • Administers the design and preparation of contract plans, specifications and cost estimates for waterway facilities; administers the review of contract submittals and the approval of progress payments.
  • Administers the monitoring and inspection of District construction activities and materials for conformance with established criteria; coordinates the resolution of construction problems; administers the investigation of construction claims.
  • Oversees the Waterways Control Section; supervises all canal operations, debris removal, water quality monitoring and two-way radio communications throughout the District.
  • Coordinates the preparation of technical studies and reports to evaluate process and/or equipment feasibility and the application of alternative technology to District facilities and procedures; oversees the preparation of correspondence.
  • Oversees the preparation of budget documentation and the monitoring of expenditures.
  • Directs the procurement of right-of-way easements and permits; oversees surveying and mapping operations.
  • Coordinates with design, construction, maintenance and operations personnel, regulatory agencies, labor organizations and developers in accomplishing the operating and engineering contract objectives of the District; presents recommendations regarding strategic planning.
  • Oversees the implementation and maintenance of computer technologies.
  • Assigns, supervises and reviews work; ensures staff compliance with district policies and procedures including Personnel Rules and Administrative Procedures; completes performance reviews; addresses employee complaints and grievances; may recommend employment actions such as hiring, transfer, suspension, promotion or discharge.

    Environmental Conditions

    Typical office environment. May use standard office equipment and computer terminals. May involve working in close proximity to or in conjunction with construction activities and heavy equipment, and may require exposure to a variety of weather conditions, including extreme heat and cold. May involve exposure to variety of operating mechanical equipment and loud noise and/or noxious odors. May include working in all types of weather conditions throughout the plant facility and collection systems.

    Desirable Knowledge, Skills and Abilities

  • Extensive knowledge of professional civil engineering criteria as it applies to the construction, operation and maintenance of sewage treatment plant facilities, sewage collection systems and flood control systems.
  • Extensive knowledge of engineering design principles, especially hydraulic, hydrologic and soil considerations.
  • Thorough knowledge of the administrative principles involved in directing professional and sub-professional engineers.
  • Thorough knowledge of recent developments, current literature and sources of information in civil engineering.
  • Thorough knowledge of the principles, practices and procedures of modern office management.
  • Thorough knowledge of the principles, practices and techniques of wastewater engineering.
  • Ability to supervise and direct administrative functions such as cost analysis, contract records and payments, materials procurement and control.
  • Ability to criticize and evaluate construction and design processes and procedures.
  • Ability to understand and interpret details of civil engineering design criteria and specifications.
  • Ability to solve unusual and complex problems through the adaptation of existing principles and policies.
  • Ability to express oneself clearly and concisely, orally and in writing.
  • Ability to develop detailed specifications, reports and designs from general outline assignments.
  • Absolute Requirements

    Registration as a Professional Engineer in the State of Illinois.

    Minimum Qualification Requirements

    Graduation from a four-year accredited college or university majoring in chemical, civil, environmental, sanitary or structural engineering and eight years of full-time, post-degree civil engineering experience. Four years of this experience must have been in work related to the District's activities, three years of experience must have been in the supervision of degreed engineers and one year must have been in an administrative capacity.

    Substitution

    Full-time graduate study in the designated fields of engineering may be substituted for the required non-specialized experience on a year-for-year basis to a maximum of two years.

    Promotional Requirement

  • One year of service with the District as a Principal Civil Engineer or Principal Structural Engineer; or possession of a bachelor's degree in chemical, civil, environmental, sanitary or structural engineering and one year of service with the District as a Principal Engineer, Principal Electrical Engineer, Principal Mechanical Engineer, Principal Environmental Scientist or Supervising Environmental Specialist.
  • Civil service status in one of the foregoing classifications.
