Primary Function
The MAT manager responsible for the overall administration of the Opioid Treatment Program (OTP) and other medication assisted treatment. This includes carrying out organizational program design and implementation along with fiscal and facility management. Responsible for the day to day administrative and clinical management services, this manager will ensure adherence to the medical protocols and guidelines under the direction of the BH Medical Director and the OTP Program Sponsor. This position maintains current knowledge of Medication Assisted Treatment for Opioid Use Disorders (OUD). Patients served have identified substance abuse disorders including those with dual diagnoses who are eligible to receive services through the CIHA/IHS (Indian Health Services). This position oversees the Recovery Center Peer Support Services and staff, these services include services provided to clients in the Analenisgi main office location at the Cherokee Indian Hospital Authority (CIH), CIH satellite clinics, and assigned Eastern Band of the Cherokee Indian (EBCI) stakeholder locations (i.e. Justice Center/Jail). Position will collaborate effectively with relevant stakeholders, medical providers, nursing, BH clinical staff, clients and families.
Management Duties
- Ensure all program regulation and requirements are met as outlined by DEA, SAMHSA, Joint Commission and other governing bodies.
- Develop and/or implement protocols and policy and procedure to ensure updates and continuity of care.
- Provide clinical supervision, where appropriate, and administrative supervision and support to all assigned staff.
- Works with Quality and Patient Safety to ensure all quality measures are set, observed and maintained.
- Interfaces with Director of Quality and Patient Safety, BH Director and/or Program Sponsor, Medical Director, and regulating bodies upon external audit.
- Ensure knowledge of all applicable CIHA/Analenisgi Policy and Procedures and other governing regulations.
- Ensure adequate medical, clinical and nursing coverage for OTP and MAT programs for essential functions are present, including non-traditional hours such as early morning, late evenings, and weekends.
- Ensure adequate staffing for designated service lines by ensuring coverage and resource management as requests for service fluctuates.
- Manage/Assist with recruitment and hiring process for employees.
- Ensure appropriate clinical supervision for all staff through regularly scheduled case staffing and individual supervision where indicated.
- Ensure all organization/departmental training, clinical supervision, and licensure requirements are met for staff in programs, including LPC, LCSW, CDAC, LCAS, and CCS, as outlined in specific board requirements.
- Ensure process in place for linkage to individuals/medical providers throughout systems of care that need or is participating in OTP.
- Ensure OUD patients receiving MAT medications receive identified/required counseling and other behavioral therapies to provide patients with a whole-person approach.
- Manage time keeping for direct report staff.
- Ensure appropriate use of culturally-appropriate and evidenced based practices across programs.
- Work closely with the Behavioral Health Director/Assistant Director to ensure program's clinical capacity to serve assigned populations.
- Ensure timely access to care through management/provision of appropriate medication dosing times and walk-in clinic.
- Ensure appropriate clinical triage and disposition for clients according to procedure for emergent, urgent and routine requests.
- Monitor work flow, case assignment and employee performance to achieve or exceed productivity standards for individual employees and the department.
- Provide staff training as directed, according to expertise and scope of practice.
- Ensure supervised programs are taking measures to improve practice by completing performance improvement projects in areas needing improvement.
- Present to leadership team as needed on existing resource needs, changes to programming and cross-functional work.
- Provides oversight of staff billing process and approved funding sources and Medicaid definitions.
- Participate as an active member of Behavioral Health Leadership Team representing the supervised OTP, MAT and other assigned duties.
- Ensure all scheduled audits take place on medication and other program requirements in OTP.
- Attend CIHA organization/inter-department meetings as assigned.
- Ensure all supervised staff complete required orientation process, credentialing and other required training, as needed.
- Ensure documentation of all treatment and clinically significant events in identified Electronic Health Record as prescribed by CIHA policies and procedures and quality assurance standards.
- Communicate regularly with the Behavioral Health Director, Behavioral Health Assistant Director, other CIHA Hospital Departments, relevant external stakeholders and CIHA Executive Management Staff as needed.
- Ensure regular clinical and administrative staff meetings with assigned staff.
- Maintaining accreditation by the Joint Commission of Health Care Organizations and other governing bodies.
- Ensure program philosophy and organizations mission, vision and values are carried out.
- Ensures implementation of provisions contained in all applicable privacy/confidentiality policies, procedures, and practices for maintenance and release of patient records and clinical information, including EBCI, CIHA, DEA, IHS, DHHS, HIPAA, JACHO, CFR 42, or other licensing bodies.
- Ensure management of grant duties as assigned.
- Ensure management of departmental contracts as assigned.
- Other clinical and administrative duties as assigned.
Direct Service Duties
This position does not have an individual direct service productivity requirement, but will provide direct services as needed to fill in and ensure provision of quality services. The position will ensure that staff under supervision achieve and maintain their assigned productivity standard.

Education/Experience/Qualifications
Required
- Master's Degree in social work, or counseling required; or doctoral level Psychology degree must be obtained from an accredited university that is accepted by appropriate licensing agencies in NC.
- Must be licensed in NC in specific discipline including Licensed Clinical Social Work, Licensed Mental Health Counselor (LSCW or LMHC), or Licensed Clinical Psychologist;
- Must show competence in Substance Abuse by licensure/certification (ie. LCAS).
- Must have full CCS or be willing/able to obtain CCS (intern) credential, within 6 months of hire.
- A minimum of 3 years of direct practice with diagnostic, therapeutic experience
- A minimum of 5 years of management/supervisory experience
- Must have experience in audit/quality functions and critical thinking skills.
- Must be approved for and maintain medical credentialing, upon hire
- Must have 3 years of healthcare experience working within a multi-disciplinary team
- Must possess valid drivers' license.
- Demonstrated understanding of and willingness to support the program philosophy of harm reduction and recovery-oriented services as outlined in the program vision.
- Demonstrated experience operating within a highly regulated environment, including compliance with applicable organizational, state, and federal standards.
Preferred
- Specific experience working with Native Americans, preferred.

- Significant knowledge of substance abuse to include diagnostic criteria for abuse, dependence, intoxication and withdrawal of all drug classifications, methods of evaluation and assessment, impact of behavioral health issues on patient's ability to negotiate treatment recommendations, current treatment approaches, modalities of care, and substance abuse and other programs or services available to patients.

Complexity of Duties
This position is responsible for assisting in maximizing the available resources to meet the behavioral health needs of the community. Must have the ability to interpret policy, laws and regulations in order to make decisions when a precedent is not available. Duties require the application of clinical judgment and problem-solving skills in order to be effective. Judgment often involves decisions that may have life or death results.
Supervision Received
Works under the direct guidance of BH Director/Program Sponsor or assigned delegate; Medical Director and/or assigned delegate where responsibilities and assignments are often broadly defined. Position must demonstrate considerable initiative and ability to work independently within applicable licensing regulations where latitude for creative thinking, initiative and discretion are given to achieve department goals and objectives. Position must communicate effectively with supervisor to ensure alignment with organizational goals, mission, vision and values.
Responsibility for Accuracy
Failure to provide adequate clinical services or to properly manage and direct activities could result in poor client outcomes, delays in patient treatment, and negative patient and community relations. Ineffective health planning could have adverse effects on the health status of the community by limiting access to necessary resources. Accuracy of data and research is critical in the allocation of tribal resources. Employee is responsible for the adherence to policy and procedure. Inappropriate actions or inaccuracies in judgment could result in improper diagnosis and treatment, serious liability for the tribe, or serious health risks to patients.

Interacts frequently with coworkers, hospital staff, patients, stakeholders and other health professionals for the purpose of exchanging information, obtaining, or providing assistance. Serves on various local, community, and health committees, boards and advisory councils, as appropriate. Tact, courtesy, and professional conduct are required to maintain positive working relationships. Utmost sensitivity and confidentiality are required when dealing with patients and families.
Confidential Data
The provision of medical care requires that the incumbent maintain strict appropriate confidentiality regarding all patient information. The employee will have access to patient records and highly confidential information and must function with utmost integrity to safe guard this information. The employee complies with EBCI policy on confidentiality of patient records, Cherokee Indian Hospital Authority Confidentiality policy, HIPAA, and other federal law requirements. Violations of confidentiality regulations may result inter-disciplinary action and other action as allowed by federal regulations.
Mental/Visual/Physical
Job duties can be mentally and emotionally stressful at times given the complexity of the duties, management and supervision of staff and the clinical areas being addressed with the people being served. Close mental concentration and attention to detail are required. Physical activities require the ability to be mobile, sit, reach, bend, and be in front of groups and deliver training for extended periods of time. Some physical exertion and stamina is required such as required to transport training materials or to travel. Must have visual acuity, manual dexterity, and the ability to speak and hear. Must be able to lift 30 lbs.

Environment
The employee works primarily in a hospital, inpatient or outpatient clinical environment but may be required to work at other offices and locations. The work environment involves moderate risks of exposure to infectious disease, radiation, electrical hazards, and irritant chemical and explosive gases. Employee must strictly adhere to OSHA guidelines and protocol for maintaining sterile conditions.
Some travel is required. Infrequent overnight travel may be required for meetings or to attend training.
Emergency Privileges
In the case of an emergency, any member of the Medical Staff, to the degree permitted by his/her license shall be permitted to do everything possible to save a patient's life or save a patient from serious harm, regardless of the individual's clinical privileges. This shall be defined as those situations in which a delay could result in serious harm or death and in which a more qualified member is not immediately available.
